Members Present Bill Branch, Chairman Steve 1Vlusselwhite,Vice-Chair Greg Apostolou Woody Windley Alan"Cap" Robinson Carole Brockman Anthony Conner Secretary-Treasurer,Doug Chittum Recording Clerk, Glenna Ratcliffe Members Absent None Guest Paul Mahoney, Staff Counsel Elizabeth Atkinson, Manager of Finance Jill Loope, Assistant Director of Economic Development Joyce Waugh,Executive Director, Roanoke Regional Chamber of Commerce The Economic Development Authority of Roanoke County, Virginia met this day at the Roanoke County Administration Center,this being their regular monthly meeting. Call to order Chairman, Billy Branch, called the meeting to order at 9:00 A.M. Minutes A motion was made by Cap Robinson and:seconded by Steve Musselwhite, to approve as read the minutes.of October 20, 2010. The motion carried by unanimous.voice vote. Finance Report Elizabeth Atkinson, Finance Manager, presented the financial report for the period ending October 31, 2010. She stated the audit is now complete and copies can be made available at the next meeting or mailed. She reported the equity in pooled cash to be$653,393.. Ms. Atkinson also requested the EDA approve the operating budget as presented(copy attached). Cap Robinson made a motion to approve the operating budget. , Anthony Conner seconded the motion which:carried by unanimous voice vote: Economic Development Authority Page 2 November 17,2010 Minutes NEW BUSINESS Funding Request for Proposed Entrepreneurial Center for$8,000 Joyce Waugh, Executive Director of the Roanoke Regional Chamber of Commerce, was present and reviewed the proposal for the Entrepreneurial Center. She stated the Center would offer an opportunity to increase and enhance the number of successful entrepreneurs through the creation of an Entrepreneur Center and support network based in the Roanoke region. Ms. Waugh stated management and operation of the on-site center would be provided by current Chamber/SBDC staff to keep costs affordable. After a query by Steve Musselwhite regarding the anticipated length of time before the business launched, Mr. Waugh stated the time would be less than a year, probably a few months. Mr. Musselwhite stated he would like to have some type of reporting should the funding request be granted. After a query by Greg Apostolou, Ms. Waugh stated she did plan to seek funding from other adjoining jurisdictions and already had funding from the Roanoke City IDA. After discussion, Steve Musselwhite made a motion to approve the funding request in the amount of$8,000 with the stipulation that the Chamber present a progress report to the Board within six months. Cap Robinson seconded the motion which carried by unanimous voice vote. BRIEFINGS Prospect Activity Jill Loope, Assistant Director of Economic Development, stated she is currently preparing a proposal for presentation to a water bottling operation on a 57 acre site at CRT. She stated the site would need considerable grading; therefore, the county is facing an uphill battle as grading is costly and time consuming. She stated she felt confident the site could be ready and could meet the timetable of the prospect which would bring approximately 56 jobs with an average salary of $34,000 per year. She stated she would keep the board informed. Salem Vent Site Jill Loope, Assistant Director of Economic Development, apprised the Board of the current status of the Salem Vent Property. She stated the property is still for sale and the price is reduced to $370,000. She further stated the county could purchase the property per the original agreement at the original sale price of$270,000; however, felt the county was not interested in this action at the present time. Economic Development Authority Page 3 November 17, 2010 Minutes JACK SMITH INDUSTRIAL PARK Paul Mahoney, EDA Counsel, was present to review the current status of the Jack Smith Industrial Park and to put before the Board an agreement authorizing the termination of the current revenue sharing agreements between Botetourt County and Roanoke County that being the Jack Smith Park Agreement, Blue Ridge Library Agreement and ownership interest in a 15.197 acre Jack Smith Park Site. The settlement amount allowing Roanoke County to buy out of the revenue sharing agreements would be in the amount of$532,254. (draft agreement and memorandum of understanding attached) If the Board concurs with the proposal, the Chairman would need to authorize execution of the termination agreements and execution of a deed to real estate. After discussion of the proposal, Steve Musslewhite made a motion to authorize the Chairman to sign said agreement terminating existing agreements between Botetourt County and Roanoke County and authorize execution of real estate deeds.
