Members Present Chairman-Bill Branch Vice Chairman-Steve'Musselwhite Greg Apostolou Woody Windley Alan"Cap"Robinson Secretary-Treasurer, Doug Chittum Recording Clerk,_Glenna Ratcliffe Members Absent Anthony Conner Carole Brockman Guest Jill Loope, Assistant Director of Economic Development Elizabeth Atkinson,Manager.of Finance Megan Cronise,Principle Planner Brian Epperly, Transportation Engineer The Economic Development Authority of Roanoke County, Virginia met this day at the Roanoke.County Administration Center, this being their regular monthly meeting Call to order Chairman, Billy Branch,called the meeting to order at 9:00 A.M. Minutes A motion was made by "Cap" Robinson and seconded by Steve Musselwhite, to approve the August 19th minutes as read. The motion carried by unanimous voice vote. Finance Report Elizabeth Atkinson, Finance Manager, presented the financial report along with the proposed 2009-2010 Economic Development Authority- budget. . The proposed budget reflected a reduction of $1,600 from $7,000 to $5,400. A motion was made by Steve Musselwhite-and - seconded by Cap Robinson to approve,the proposed budget as presented. The motion carried by:. unanimous vote. The reports were received and filed: Page 2 October 21,2009 Economic Development Authority Minutes Briefing Plantation Road & VDOT Enhancement Megan Cronise, Principle Planner with the Department of Community Development, gave a power point presentation on the Plantation Road and VDOT Enhancement Program. Roanoke County Office of Community Development is preparing an application for Federal funds under the SAFETEA-LU program to improve pedestrian and bicycle.facilities as well as to improve the appearance, safety and functionality of the Plantation Road area: Ms. Cronise reviewed the project scope, goals and implementation strategies. She asked the EDA to prepare a letter of support for the application if they were supportive of the initiative. After the presentation, discussion followed regarding the effort to improve and enhance the area. A motion was made by Steve Musslewhite and seconded by Cap Robinson to support the application. The motion carried by unanimous voice vote. ' West County Rt. 11/460 Corridor Study Doug Chittum, Director of Economic Development, stated Rt. 11/460 corridor would also undergo a corridor study. The road project is going forward and he felt this to be another area where enhancement would be beneficial to the county. Performance Agreements Update . Jill Loope,Assistant Director of Economic Development, briefed the EDA on the status of Performance Agreements namely Tecton Products, LLC and Integrity Windows, Inc. She stated both companies fell short on job creation and will have to repay funds to the state and will have a reduction in reimbursement from the county as well. However, both companies exceeded investment requirements. The economy played a major role in the job creation shortfall shortfall.
