The Economic Development Authority of Roanoke County, Virginia met this day via
conference call, this being a special called meeting regarding the sale of the former Lincra
Building to Industrial Battery & Charger,LLC.
Call to order
Chairman, Billy Branch, called the meeting to order at 10:00 A.M.
Lincra Building-VallevTech Park
Jill Loope, Assistant Director of Economic Development, addressed the Board regarding the
request of Industrial Battery & Charger, LLC.
She stated Industrial Battery & Charger, LLC has been located in the City of Roanoke for several
years and recently identified the Former Lincra building in ValleyTech Park as a viable site to
relocate their business. A contract to purchase the building is in place and closing is scheduled.
Ms. Loope stated prior to closing, as a requirement from their lending institution, Industrial
Battery & Charger, LLC must have written verification from the Economic Development
Authority of Roanoke County as to whether the protective Covenants, Conditions and
Restrictions for the Valley TechPark allow for the proposed uses. She stated that according to

Dan Barnes, Legal Counsel to the EDA, the business does meet all the existing covenants,
conditions and restrictions.
A motion was made by Steve Musselwhite, seconded by Carole Brackman to authorize the
Chairman of the EDA, Bill Branch,to execute the requested written verification of permitted
uses within ValleyTech Park which was drafted by Dan Barnes, EDA Counsel. The motion
carried by a vote of 4-0 as follows:
AYES: Chairman,Bill Branch, Greg Apostolou, Carole Brackman, Steve Musselwhite &
Allan"Cap"Robinson.
NAYS: None
ABSENT: Woody Windley

As this was a special called meeting, no other business was discussed and the meeting adjourned
at 10:10 a.m.
