Jill Loope, Assistant Director.of Economic Development, Roanoke County Rebecca Owens, Director of Finance Megan Cronise, Planner II, Community Development The Economic Development Authority of Roanoke County, Virginia met this day at the Roanoke County Administration Center,this being their regularly scheduled monthly meeting,. Call to order.. Chairman, Billy Branch, called the meeting to order at 9:00 A.M. Minutes ._ . A motion was made by Carole Brackman to approve the minutes as read, seconded by Cap. Robinson, carried by unanimous voice vote: Finance Report. Rebecca Owens, Director of Finance, presented the Financial Reports for:the: current period through June 30, 2007 and presented the proposed EDA budget for. the Year Ending June 30,2008. A motion was made by Allan "Cap" Robinson and seconded by Greg Apostolou to accept the financial report as given including the proposed EDA Budget for the Year ending June 30, 2008. Valley Tech Park/VDOT Rt.460 Widening Project Doug Chittum, Director of Economic Development, briefed the Board concerning a request from the VDOT to acquire rights of way for the construction and/or maintenance of Route 460, property of the Economic Development Authority, Parcel 074. : After brief discussion regarding the process of acquiring rights of way, a motion was made by Woody Windley, seconded by Greg Apostolou to accept the appraised.market value of the ,property:of $47,240 and approve the sale of the property to the VDOT The motion _carried by unanimous voice vote. The Board requested that Mr..Chittum stress to DVOT the need for improved .snow removal practices on Technology Drive. CLOSED MEETING At 9:20: a.m., Greg Apostolou moved to go into closed meeting, seconded by Carole Brackman,-pursuant to the Code of Virginia Section 2.2-3711A930) discussion regarding the terms of the scope of a public contract where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body, more specifically a performance agreement between Roanoke County, Roanoke County Economic Development and FirstChoice Public-Private Partners: Roanoke recreation Center, LLC:. The closed meeting was held from 9:20 a.m. until 10:05 a.m. Certifying the closed meeting was held in conformity with the code of Virginia.. The motion was filed and carried by unanimous vote, Page 3 August 22,2007 Economic Development Authority Minutes WHEREAS, the Economic Development Authority of Roanoke County, Virginia has convened a closed meeting on the date pursuant to an affirmation-recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act. WHEREAS, Section 2.2-3711 A (30)discussion regarding the terms of scope of a public contract where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body, namely contract with New Millennium. Sections §2.2-3711.A (30) of the Code of Virginia requires a certification by the Economic Development Authority of Roanoke County, Virginia, that such closed meeting was conducted in conformity with the Virginia Law. NOW THEREFORE, BE IT RESOLVED, that the Economic Development Authority of Roanoke County, Virginia, hereby certifies that, to the best of each members knowledge on such public business matters as were identified in the motions convening the closed meeting were heard, discussed or considered by the Economic Development Authority of Roanoke County, Virginia On a motion of 5-0 to adopt the Certification or Resolution for a Closed Meeting and carried by the following recorded vote: AYES: Chairman, Bill Branch, Greg Apostolou, Carole Brackman, Allan "Cap" Robinson, Woody Windley NAYS: None ABSENT: Vice-Chairman, Steve Musselwhite New Business(continued) Commercial Corridor Grant Program 1. Alpha Christian Child Care Center On April 18, 2007, an application was presented to the Board by Megan Cronise, Planner II, on behalf of Ms. Twila Briscoe requesting approval in the amount of $3,750.00 for a replacement fence at her business, Alpha Christian Child Care Center. This application was approved according to the guidelines of the Commercial Corridor Grant Program. Upon inspection, Ms. Cronise found that 35 percent of the fencing had been incorrectly installed. As the contract and application package reads, the applicant could be denied any and all funds; however, the funds approved could be reduced by 35 percent, $1,317.50. Page 4 August 22,2007 Economic Development Authority Minutes A motion was made by Allen "Cap" Robinson to reduce the originally approved amount of $3,750.00 to $2,437.50, seconded by Greg Apostolou. The motion carried by unanimous vote. 2. Tozier Properties LLC Mr. Marshall Harris, Anglin Realty, requested reconsideration for Corridor matching Grant funds for Tozier Properties, LLC. The request is for this case to be reconsidered because the failure to apply prior to renovation of the property was an oversight, not an attempt to come back after the fact and ask for consideration. The requested amount for reconsideration is $15,000, as set forth in the guidelines. After brief discussion regarding the submission guidelines of the Commercial Corridor Grant program, a motion was made by Allen "Cap" Robinson, seconded by Woody Windley to deny this request. The motion carried by unanimous voice vote. 3. Transfer of CRT Property to BOS At a regular meeting of the Board of Supervisors of Roanoke County, Virginia, approved acquisition of approximately 25 acres of real estate (Tax Map No. 63.00-01- 01.00) property fronting on Prunty Road and located in the Center for Research and Technology from the Economic Development Authority for-the sum of one Hundred Fifty thousand Dollars. The funds are available in the Public Private Partnership Capital Account to pay for all costs of the acquisition. Mr. Paul Mahony, County Attorney, is preparing the deed to transfer the property to the Board of Supervisors. 4. CIP Committee Appointment The Board declined making an appointment to the CIP Committee. Briefin 1. Virginia Air Performance Agreement Mr. Baker, Vice-President of Virginia Air Distributors, requested the completion date of his new facility be revised in the Performance Agreement to read June 31, 2007. As they have experienced delays in regards to storm water drainage and have had to engineer considerable improvements off site and on county park land to gain site plan approval, Greg Apostolou made a motion to grant an extension of six months, seconded by Woody Windley. The motion carried by unanimous vote. Both members have indicated a willingness to serve another term should they be reappointed by the Board of Supervisors.
