Steve Musselwhite Counsel, Ed Natt Secretary-Treasurer, Doug Ch,ittum Recording Clerk, Glenna Ratcliffe Members Absent None Guest Elmer Hodge, County Administrator Diane Hyatt, Chief.Financial Officer Jill Loope, Assistant Director of Economic Development, Roanoke County Elizabeth Atkinson, Finance Manager Consuella Caudill, Assistant Town Manager, Town of.Vinton The Economic Development Authority of:Roanoke County, Virginia met this day at the Roanoke County Administration Center, this being a special called meeting to discuss the North. County Business Park Performance Agreement, and to replace the regularly scheduled meeting of September 19, 2007. Call to order Chairman, Billy Branch, called the meeting to order at 9:00 A.M. Minutes A motion was made by Cap Robinson to approve the minutes as read. The motion was seconded.by Steve Musselwhite and carried by unanimous voice vote. Finance Report Elizabeth Atkinson, Finance Manager, presented the Financial Reports for the current period through August 30, 2007. A motion was made by Steve Musselwhite and seconded by Carole Brackman to accept the 4 financial report as given. The motion carried by unanimous voice vote. j Page 2 October 3,2007 Economic Development Authority Minutes New Business Vinton-Roanoke County Façade Mini-Grant Application: Ms. Consuella Caudill, Vinton's Assistant Town Manager, was present representing the application. She reviewed the application with members and stated the application was within required guidelines. Janice Goerke, Owner, will operate Jan's Fabulous finds located at 118 E. Lee Avenue. The amount of the request was $3,962.26. After brief discussion regarding the application guidelines, a motion was made by Steve Musselwhite, seconded by Woody Windley to approve the grant request. The motion carried by unanimous voice vote. Commerical Corridor Matching Grant Reimbursement Funds for Alpha Christian Child Care Center. Ms. Twila Briscoe, owner of Alpha Christian Child Care Center, was awarded a mini grant of $3,750.00 based on an application package submitted to the County with specific guidelines in accordance with the Commercial Corridor Matching Grant. After inspection of the project, it was determined Ms. Briscoe do not install the fence as specified on the approved application and signed contract; therefore, the amount awarded was reduced to $2,437.50. At the request of Ms. Briscoe, Mr. Chittum asked the EDA to review the request and determine if the decision could be reversed and award the total amount of$3,750. After discussion, Cap Robinson made a motion to uphold the decision of the EDA to reduce funding. The motion was seconded by Greg Apostolou and carried by unanimous voice vote. North County Business Park Performance Agreement Mr. Elmer Hodge, County Administrator, and Diane Hyatt, Roanoke County Chief Financial Officer, were present to answer questions or address concerns of the EDA regarding the agreement. Mr. Hodge stated this agreement provided for the development and construction of approximately 190 acres located off interstate 581 and Woodhaven Road in Roanoke County for a business park. It will also be coordinated with an option agreement between the County and the Company for the acquisition by the County of approximately 12 acres for the site of the proposed Multi-generational Recreation Center. Ms. Hyatt reviewed the financial aspects of the agreement and will provide funding documents to the Chairman regarding Capitol Projects and fee structures. Page 3 October 3,2007 Economic Development Authority Minutes After discussion, Cap Robinson made a motion to authorize the Chairman of the Board to sign the agreement. Greg Apostolou seconded the motion which carried by unanimous voice. vote. Briefing Multi-Generational Recreation Center. Mr. Hodge briefed the •EDA regarding plans for a Multi- Generational Recreation Center to be located in the north County Business Park. He stated the recreation center was an evolution of the business park and will be instrumental in attracting specific companies to the park. The center's operating cost will be self supporting; however, a portion of the debt service will be included as part of a bond sale along with the library, garage and fire station. Reports and Inquiries of Board Members Mr. Chittum announced the appointment of Mr. Anthony Conner to complete the unexpired portion of the four-year term of Craig Sharp who recently resigned. Mr. Conner's term will expire on September 26, 2010. Also, Greg Apostolou and Carole Brackman were reappointed on September 27, 2007 both-with terms expiring September 27, 2011.
