Members Present Members Absent Chairman-Billy Branch Steve Musselwhite Carole Brackman Craig Sharp Neil Gallagher Allan "Cap" Robinson Woody Windley Ed Natt, Counsel Guest Doug Chittum, Secretary-Treasurer Consuella Barbour, Assistant Town Manager for the Town of Vinton Terrie Cochran, Recording Clerk Jill Loope, Assistant Director for Economic Development Rebecca Owens, Director of Finance Elizabeth Atkinson-Financial Analyst, Roanoke County The Economic Development Authority of Roanoke County, Virginia met this day at the Roanoke County Administration Center. This being the regularly scheduled monthly meeting. Chairman, Billy Branch, called the meeting to order at 9:00 A.M. Minutes After some discussion as to whether a vote was needed to approve minutes, they were approved as printed by unanimous voice vote, according to the By-Laws. Finance Report Elizabeth Atkinson, Roanoke County Finance Analyst presented the Finance Report for the current period through March 31, 2006. A motion was made to accept the financial reports as given, carried by unanimous voice vote. New Business Town of Vinton Facade Program: Consuella Barbour, Assistant Town Manager for the Town of Vinton requested the approval of two applications for the Dogwood Restaurant and DaLong's Clothing in the amount of$5000 per application; according to the Town of Vinton Façade Program guidelines. After some discussion concerning approval guidelines for the Commercial Corridor Grant Program, a motion was made by Neil Gallagher that the Economic Development Authority Board approve the application to Dogwood Restaurant and DaLong's Clothing in the amount of $5,000 each. Once the initial application is approved by the EDA board, the Secretary-Treasurer of the EDA board has the authority to execute final payment for all approved applications. Briefing Capital Improvement Program (CIP) Woody Windley briefed the board; a final meeting was held on February 2, 2006, at which time all projects were submitted to the Board of Supervisors for budget approval. The budget approval will be held on April 11, 2006. Woody will request a final report from Brent Robertson, Director of Budget and submit to the Economic Development Authority Board. Center for Research and Technology Doug Chittum briefed the board; concerning a new concept plan for the CRT. A Request for Proposal will be submitted for a land planner and engineer to help redesign the current guidelines and covenants. The Design Review team, planners and engineers along with citizen involvement will hold community meetings for this project, and report their recommendations to the Board of Supervisors upon completing the process. Reports and Inquires of Board members The EDA board would like to congratulate Carole Brackman. Carole received the Judy Griesenbrock award by the Salem Chamber. This award is given to an exceptional volunteer and is the highest award given to an individual by the Salem Chamber. Chairman, Billy Branch adjourned the meeting with unanimous voice vote.
