Members Present Members Absent Vice Chairman-Steve Musselwhite Chairman-Bill Branch Carole Brackman Neil Gallagher Allan"Cap"Robinson Woody Windley Craig Sharp Ed Natt, Counsel Doug Chittum, Secretary-Treasurer Guest Terrie Cochran,Recording Clerk David Holladay, Senior Planner,Community Development Rebecca Owens,Director of Finance,Roanoke County Elizabeth Atkinson-Financial Analyst,Roanoke County The Economic Development Authority of Roanoke County, Virginia met this day at the Roanoke County Administration Center. This being the regularly scheduled monthly meeting. Vice Chairman, Steve Musselwhite, called the meeting to order at 9:50 A.M. Minutes A motion was made to accept the minutes as read, carried by unanimous voice vote. Finance Report Elizabeth Atkinson,Roanoke County Finance Analyst presented the Finance Reports for the current period through April 30, 2006. Elizabeth also informed the Economic Development Authority that a check for$10,000 was received from the Town of Vinton for the purpose of continuing the Mini Matching Grant Program for the 06-07 physical year. Doug Chittum informed the board that the County Board of Supervisors original action authorizing county funding in the amount of$10,000 to match Vinton's contribution was only for a year period, and not an ongoing yearly match. Another appropriation by the Board of Supervisors would be needed to continue the 50/50 matching funding with the Town of Vinton. After some discussion a motion was made by Craig Sharp to have Doug Chittum prepare a letter to the Board of Supervisors recommending the continuation of the program on a year by year basis including a$10,000 yearly Roanoke County match of Vinton funds. Seconded by Carole Brackman, carried by unanimous voice vote. A motion was made to accept the financial report as given, carried by unanimous voice vote. New Business Matching Mini Grant Application: David Holladay, Senior Planner for Community Development requested the approval of an application for LSM Management-Hollins Car Care Center in the amount of$5942.63; according to the Mini Matching Grant Façade Program guidelines. A motion was made by Allan"Cap"Robinson to accept the application as given. Seconded by Carole Brackman, carried by unanimous voice vote. Economic Development Authority meeting time: After discussion a request was made by Craig Sharp to contact each board member by email requesting their preferred day and time for future board meetings of the EDA, and to report the final recommendation back to the board at the next EDA meeting.No action was taken at this time. Briefing Center for Research and Technology Master Plan Development: Doug Chittum gave an update concerning current status of the concept plan for the CRT. Pre Proposal have been submitted for a land planner architect, and engineer to help redesign the current guidelines and covenants. RR Donnelley: The world's premier full-service provider of print and related services announced on April 26, 2006,that it will invest more than$38 million in its Roanoke County manufacturing facility. Building improvements will total nearly$8 million and $30.5 million will be invested in equipment. The plant expansion will create 83 new jobs over the next two years with an average salary of nearly$33,000. Roanoke County in partnership with the City of Lynchburg,received a$1 million dollar grant from the Governor's Opportunity Fund to assist Donnelley with this project. The Governor's Grant will be matched by Roanoke County in the amount of$700,000,which will be used to offset costs associated with the project.
