Roanoke County Industrial Development Authority

Chairman Saul called the meeting to order at 9 AM in the Community
Room of the Roanoke County Administration Center. He noted that
the Authority needed to review and approve minutes of both the
January 17 and March 23, 1992 meetings. On motion of Ron Martin,
seconded by Rick Cranwell, minutes of both meetings were approved
separately. -
Public Hearings - Richfield Retirement Community
Chairman Saul convened the public hearing. No one spoke in
opposition. Richfield's President Dr. H. E. "Chip" Bowling and
attorney Al Knighton were present.
Resolution for Richfield Retirement Community
Ed Natt indicated that Al Knighton had prepared a resolution for
the Authority to approve. He read the resolution and Mr. Vinyard
made a motion for its approval. Rick Cranwell seconded and the
resolution was approved. Ron Martin abstained from voting.
Chairman Saul noted there was no old business then proceeded to the
next agenda item.
New business
Tim Gubala gave the Authority an update on the Glenvar site. He
noted that the County' s internal Economic Development Team had
considered renaming the site and had recommended "Valley TechPark"
as the new name for the site.

The Authority members received 'a report on Valley TechPark that Tim
Gubala had written to promote the site for inclusion within a
proposed November, 1992 Bond_ Referendum.
Charlie Saul indicated that he . and Ed Natt had received a copy of
proposed restrictive covenants from the County Economic Development
staff. Both had comments but wanted the other'Authority members to
review and be prepared to discuss at the next meeting.
Ed Natt noted that he had questions about the, real estate
consultant commission policy that was also proposed. Charlie Saul
asked that this document also be sent to all the Authority members
for their review. '
Tim Gubala reported that he had contracted with Thomas Brothers to
do some maintenance on the road and ditches at Valley TechPark.
There is a clogged culvert that will be cleaned out.. The Authority
had obtained a temporary license to enter adjacent property to '
perform this work.
Ed Natt inquiredabout the status of liability insurance coverage
for the Directors of the Authority and the property at Valley
TechPark. Tim' Gubala, said he would research and report to the
Authority.
There being no further business, the Authority adjourned at 9: 30'
AM.
