E. "Chip" Bowling Joe Thomas, Sr. Chairman Saul called the meeting to order at 9 AM in the Community Room of the Roanoke County Administration Center. He introduced Dr. H. E. "Chip" Bowling, President of Richfield, a 501 c(3) not for profit corporation in western Roanoke County. Inducement Resolution - Richfield Dr. Bowling made a presentation pertaining to his request for up to $3 , 800, 000 in industrial revenue bonds to construct a home for adults (assisted living facility) of 120 beds on land at the Richfield's facility. Dr. Bowling presented the master plan of the project and indicated that the 44, 000 square foot one-story facility would bring 25-30 new jobs of $350, 000 annual payroll and $1. 5 million in revenue to Roanoke County. Carson Quarles inquired if the bonds would be placed privately and Dr. Bowling indicated that they would. Upon motion of Carson Quarles, seconded by Bill Branch, the inducement resolution passed 4-0 with one abstention from Ron Martin. Ron Martin indicated that he had prepared the plans and architectural designs for the project and could not vote. New business Tim Gubala made a brief presentation on the status of the Glenvar site (former Allied-Signal property) . He indicated that the County was preparing a concept plan for development. The County was extending a sewer line to the property and was evaluating the best means of providing water to the site. Several prospects have looked at the property but no offers have been received. 1 Tim Gubala asked that the Authority grant the chairman the power to execute easements for public and private utilities as approved by the Roanoke County Engineering Department. Bill Branch made a motion for approval and Carson Quarles seconded. The motion passed unanimously. There being no further business, the Authority adjourned at 9 :20 AM.
