HomeMy WebLinkAbout2/15/1995 - Minutes MINUTES February 15, 1995 Members Present: Absent: Charles Saul, Chairman Carson Quarles Bill Branch Darnall Vinyard Rick Cranwell Ron Martin Timothy Gubala, Secretary-Treasurer Edward Natt, Counsel Chairman Saul called the meeting to order at 9 : 07 a.m. in the Conference Room of the Roanoke County Administration Center, 5204 Bernard Drive. The minutes of the December 22, 1994, meeting were approved upon a motion by Bill Branch, seconded by Rick Cranwell. Election of Officers: Charlie Saul indicated that since this was the first meeting of 1995, and thus, the Annual Meeting, it was necessary to elect officers. Ron Martin moved that the current officers be re-elected for another year. Rick Cranwell seconded and the motion passed unanimously. Officers for 1995 are: Charles Saul, Chairman Bill Branch, Vice Chairman Timothy Gubala, Secretary-Treasurer Report on proposals for engineering services. Tim Gubala reported that a subcommittee composed of Charlie Saul, Bill Branch and he met on February 3, 1995, to review proposals from four local engineering firms presenting professional engineering and geologic services for the Beahm property. Interviews were scheduled for February 10, 1995, with Lumsden Associates, T. P. Parker & Son, Mattern & Craig, and Hayes, Seay, Mattern & Mattern. These firms were asked for a preliminary budget for both geologic investigations and engineering services. The following prices were quoted: Geologic Engineering Phase I Phase I Phase II Phase I Complete report Total HSM&M $2,000 $7,000 $8,000 $5,000-$7,000 Mattern & Craig $8-10,100 $800 $3,100 $8,800-10,200 T.P. Parker & Son $4,700 $1,300 $6,500 $6,000 Lumsden Associates $8,800 $800 $5,000 $9,600 Based on the presentations and prices, the subcommittee felt that Lumsden Associates and Geotechnics offered the best team and approach to the Beahm site. Upon a motion by Bill Branch, seconded by Ron Martin, the Authority authorized the chairman to sign a contract with Lumsden Associates, not to exceed $10, 000 for an initial phase of geologic testing and engineering services. If costs exceed $10, 000, they must be specifically reviewed and approved by the Roanoke County Department of Economic Development. These tests and report are requested to be completed by April 1, 1995. The motion passed unanimously. Treasurer's Report Tim Gubala reported that there was a $2,594 . 61 in the regular account and $100. 30 in the special account. Two bond holders still owed their share of audit/attorney fees and First Union and Wayne Heslep had been billed for meetings held in 1994 at their request. Charlie Saul asked that additional billings be made to those owing money to the Authority. In other business, Tim Gubala reported that Wayne Dunman had resigned from the Authority.
