HomeMy WebLinkAbout12/11/1996 - Minutes Minutes of Industrial Development Authority of Roanoke County 10 a.m. December 11, 1996 Members Present: Other guests: Bill Branch, Chairman Brian Duncan Carole Brackman Ron Martin Members Absent: Darnall Vinyard Guy Byrd, Rick Cranwell Ed Natt, Counsel Carson Quarles,Vice Chairman Tim Gubala, Secretary-Treasurer Bill Branch called the meeting to order at 10:03 a.m. in the conference room of the Roanoke County Administration Building. Upon a motion by Ron Martin, seconded by Carole Brackman,the minutes of the October 8,November 12 and November 25, 1996 meetings were approved by unanimous voice vote. Old Business - Discussion of Authority/Board of Supervisors Agreement Ed Natt reported that he had talked with Paul Mahoney about the status of the agreement. Paul Mahoney indicated that Elmer Hodge is reviewing the agreement for his comment and approval. New Business -R.R. Donnelley & Sons project update of a shell building Brian Duncan,Assistant Director of Economic Development,reported that Donnelley would be obtaining a temporary certificate of occupancy in January 1997 so that 40 employees could begin using the building. Brian presented the project budget which shows a current expenditure of$1,093,185.00. An anticipated surplus amount of$1,049,033.00 is planned to be used for additional on-site grading in the spring of 1997. This grading project would be bid. Brian introduced the concept of locating a child care center in Valley TechPark. He reported that R.R. Donnelley had contacted other major employers in the west County area about the need for a child care facility. The Authority discussed the concept but did not reach a consensus on the matter. New Business - Beahm property option Tim Gubala reported that he had talked to Joe Ramsey,Boone& Company, about terms and a price for the extension of an option on the 50.08 acre Beahm site on Old Mountain Road in northern Roanoke County. Joe said the Beahm family wanted $5,000 for a two-year extension with a 10% increase in the sale price per acre. After discussion, Darnall Vinyard made a motion for the Secretary-Treasurer to ask for a one- month extension to January 15, 1997. Ron Martin seconded and the motion passed unanimously. Treasurer's Report Tim Gubala presented Treasurer's reports for the months of September,October and November 1996. After a brief review, Chairman Branch said that they were received and filed. 1 • Tim Gubala reminded the Authority members to fill out and file the disclosure statements as requested by the Board of Supervisors. There being no further business, the Authority adjourned at 10:34 a.m. and agreed to meet at 10 a.m. on Wednesday January 8, 1997 at the County Administration Building for the purpose of holding the annual meeting and election of officers.
