Industrial Development Authority of Roanoke County

Bill Branch called the meeting to order at 10:01 a.m. in the conference room of RUSCO Windows of Roanoke
in Valley TechPark and asked for approval of the minutes of the August 13, 1996 meeting. Upon a motion by
Ron Martin, seconded by Carole Brackman,the minutes of the August 13 meeting were approved unanimously.
Old Business -Briefing on Rezoning Study
Tim Gubala reported that the Trent rezoning had been approved by the Board of Supervisors on August 27, 1996.
Tim Gubala and Ed Natt explained that there are other rezoning petitions that would be brought forward for
action. The County Planning Commission is looking for the Authority and property owners to prepare a concept
plan for each property being considered for rezoning.
Old Business -Discussion of Authority/Board of Supervisors Agreement
Tim Gubala reported that he had sent a survey to several other Authorities in Virginia in order to determine their
relationships with their respective Board of Supervisors. There were varied responses that did not provide any
pattern or guidance for our Authority to use. Bill Branch said he wants an agreement that will clarify for the
Authority what its roles and responsibilities are from the Board of Supervisors. Ed Natt said that he would
prepare a revised agreement and send it to Paul Mahoney. Ed felt that the issues were procurement and
administration of projects assigned by the Board of Supervisors.
New Business-Recognition of Bill Branch being nominated as"Volunteer of the Year"by the Virginia Economic
Developers Association
Tim Gubala reported that he had nominated Bill Branch as "Volunteer of the Year" to the Virginia Economic
Developers Association (VEDA). This award is sponsored by the Southern Economic Development Council
(SEDC). Tom Branch is going to the Homestead to the VEDA annual meeting on September 12 to represent his
father. If Bill wins the state award,he will be eligible to compete for the SEDC Volunteer of the Year award at
the SEDC annual meeting in Ft. Lauderdale, Florida. • The Authority members congratulated Bill on his
nomination.
. New Business- RR Donnelley project 0
Brian Duncan reviewed the RR Donnelley budget that was included in the agenda packet. Several remaining
project items are the replacement of the Technology Drive cul-de-sac, landscaping of the bank at RUSCO and

the placement of a Valley TechPark entrance sign. Brian went down the list line by line and indicated the
sequence of future expenditures. Guy Byrd asked for the Treasurer's report on the status of the project to be
included next month that shows the total $2,500,000 appropriation, total expenditures and project funds
remaining.
New Business - Williamson Road Mini-Grant Program
Bill Branch recognized Terry Harrington,Roanoke County Director of Planning and Zoning. Terry reported that
he wanted the Authority to approve its participation in the mini-grant program for the Williamson Road area.
Terry reviewed the program guidelines and indicated that funds for exterior and site improvements for property
owners would be available in maximum grants of$5,000. Linda Sims, Project Coordinator, stated that she
expected several property owners to apply for$500 matching grants. Terry reviewed the application process,
committee review procedures and procurement requirements for multiple bids to be obtained by the applicant.
Guy Byrd asked how the money would be disbursed. Terry responded that he and Ed Natt had discussed several
alternatives but the reimbursable grant approach seemed to be the best. This would require the property owner
to expend funds and request reimbursement from the County.
Upon a motion by Ron Martin,seconded by Carole Brackman,the Authority voted to approve their involvement
in the Williamson Road mini-grant program,with the understanding that the Planning and Zoning Department
would administer the$23,500 and use their discretion to require the proper number of bids for a project. Once
grants funds had been expended the Authority would reevaluate the program to determine their future
participation. The motion was approved unanimously.
Industrial Development Authority Training Session
Bill Branch asked the Authority if any members were interested in participating in the upcoming October 8-10,
1996 training session for industrial development authority members at Virginia Tech. Carole Brackman reported
that she had found the sessions to be very informative last year. Guy Byrd expressed a willingness to attend and
asked that Tim Gubala follow-up to register him for the session.
Treasurers's Report
Tim_Gubala presented the Treasurer's Report for the period ending August 31, 1996, and reviewed activity in
each of the accounts.
He also stated that Harry Schwarz & Company was conducting the annual audit by contacting current
bondholders to verify the account balances. Tim expected the audit to be completed by September 30, 1996.
There being no further business,the Authority adjourned at 11:35 a.m.and agreed to meet at 9 a.m.on September
27, 1996 at the County Administration Building to finalize the industrial revenue bonds for Richfield Retirement
Community.
