Minutes of
Industrial Development Authority of Roanoke County

August 13, 1996

Bill Branch called the meeting to order at 10:06 a.m. in the Board conference room of the Roanoke
County Administration Center and asked for approval of the minutes of the July 9 and July 25,
1996 meetings. Tim Gubala passed out copies of page 2 of the minutes which some members did
not have.Upon a motion by Carson Quarles,seconded by Carole Brackman,the minutes of the July
9 meeting were approved unanimously.
The minutes of the July 25, 1996 meeting were presented and a correction made for the bond
amount for Richfield to read "$4,500,000" rather than "$400,000." Upon a motion by Ron Martin,
seconded by Carson Quarles, the minutes of the July 25, 1996 meeting were approved
unanimously.
Old Business - Briefing on Rezoning Study
Tim Gubala reported that the Trent rezoning was pending action by the Board of Supervisors on
August 27, 1996. The staff and Authority's Counsel had met to resolve the proffer issue raised by
the Board of Supervisors at their July 23, 1996 meeting. The Hinman family had notified the
County that they would like a 90 day delay before the Planning Commission would hear their
rezoning petition so that they could prepare a concept plan for their property.
Old Business - Discussion of Authority/Board of Supervisors Agreement
Tim Gubala reported that both Ed Natt and Paul Mahoney were out of town on vacation. Ed had
exchanged a draft agreement with Paul Mahoney and the copy enclosed in the agenda reflected the
latest draft for review. Tim introduced Elmer Hodge and indicated that he had briefed him on the
issues and concerns raised by the Authority regarding the handling of County projects. Bill Branch
gave an overview of the changing role that the Authority had experienced over the past two years.
Carson Quarles added his comments that the Authority needed some structure and procedures when
handling projects at the request of the Board of Supervisors.
Elmer Hodge stated that the proposed agreement may not answer the questions and concerns of the
Authority. He said that he would brief the Board of Supervisors on this issue and seek to have a
joint work session in the future so that both bodies could discuss this and other economic
development issues. Elmer Hodge asked Tim Gubala to look at the experiences of other IDA
organizations in Virginia to see how they handled issues of contracts, finances and staffing. The
proposed agreement could then be revised and placed on the Board of Supervisors agenda for
approval.
New Business - RR Donnelley project
Brian Duncan reported that the Stage I grading was almost complete. One remaining construction
item is the replacement of the Technology Drive cul-de-sac. Elmer Hodge added that the County
is considering doing Stage II grading with the cost savings from Stage I. Brian reviewed the
project budget enclosed in the agenda packet and handed out a corrected total page that showed
"$815,095". Brian went down the list line by line and indicated the sequence of future
expenditures.
New Business - Williamson Road Mini-Grant Program
Bill Branch recognized Terry Harrington,Roanoke County Director of Planning and Zoning. Terry
reported that he was ready to proceed on the mini-grant program for the Williamson Road area.
The Authority could serve as a conduit for public funds for private property improvements in
maximum grants of$5,000. Terry requested that the Authority review the draft agreement handed
out at the meeting and be ready to approve the agreement after the Board of Supervisors took
action.
Treasurers's Report
Tim Gubala presented.the Treasurer's Report and the RR Donnelley project status report for the
period ending July 31, 1996.
He also stated that Harry Schwarz & Company had begun the annual audit by contacting current
bondholders to verify the account balances. Tim expected the audit to be completed by September
30, 1996
There being no further business, the Authority adjourned at 10:55 a.m. and agreed to meet at 10
a.m. on September 10, 1996 at Valley TechPark.
