minutes of the July 9, 1996 meeting. Upon a motion by Carson Quarles, seconded by Guy
Byrd, approval of said minutes were deferred until each of the Board members had time for
review. Mr. Byrd requested that subsequent meeting packages be delivered to Board

should be accompanied by an agenda, appropriate background and copies of items to be
acted upon by the Board.
Old Business - Discussion of Authority/Board of Supervisors Agreement
Mr.Branch informed the Board that additional time was needed before the Agreement would
be brought to the IDA Board. Mr.Branch noted that the proposed Agreement should provide
the Board as well as the County, with a clear picture of the projects, duties and
responsibilities of the IDA Board. Mr. Quarles urged Mr. Natt to complete the document as
soon as possible. Mr. Natt stated that the draft needed additional work and that we were
working on comments from the County Attorney.
