HomeMy WebLinkAbout7/25/1996 - Minutes Minutes of Industrial Development Authority of Roanoke County 9 a.m. July 25, 1996 Members Present: Other guests: Bill Branch, Chairman Brian Duncan Guy Byrd George Clemo Carole Bradman Chip Bowling Rick Cranwell Carson Quarles, Vice Chairman Members Absent: Ron Martin Darnall Vinyard Ed Natt, Counsel Bill Branch called the meeting to order at 9 a.m. at the Roanoke County Administration Center, Board of Supervisors' Meeting Room, and asked the Board for comments on the minutes of the July 9, 1996 meeting. Upon a motion by Carson Quarles, seconded by Guy Byrd, approval of said minutes were deferred until each of the Board members had time for review. Mr. Byrd requested that subsequent meeting packages be delivered to Board members so as to allow time for review. Those members present felt that notices of meetings should be accompanied by an agenda, appropriate background and copies of items to be acted upon by the Board. Old Business - Discussion of Authority/Board of Supervisors Agreement Mr.Branch informed the Board that additional time was needed before the Agreement would be brought to the IDA Board. Mr.Branch noted that the proposed Agreement should provide the Board as well as the County, with a clear picture of the projects, duties and responsibilities of the IDA Board. Mr. Quarles urged Mr. Natt to complete the document as soon as possible. Mr. Natt stated that the draft needed additional work and that we were working on comments from the County Attorney. New Business - Public Hearing/Richfield Retirement Community Industrial Revenue Bond financing Mr. Branch conveyed a public hearing on the application of Richfield Retirement requesting reserve up to $400,000 of its revenue funds or notes as advertised in The Roanoke Times on July 11 and 18, 1996. No one came forward to speak at the public hearing which Mr. Branch subsequently closed. 1 On motion made by Mr. Quarles and seconded by Mr. Cranwell, the Board agreed to recommend approval of the requested resolution to the Roanoke County Board of Supervisors with Mr. Martin abstaining. Training Opportunities Board members were given information requesting supervisory training sessions. Mrs. Brackman had stated that she attended the sessions last year and found it to be quite helpful. Mr. Branch suggested that upon Mr. Gubala's return that Mrs. Brackman should be reimbursed for her attendance at the training session. Treasurer's Report The Board accepted the Treasurer's Report for June 1-30, 1996. All members present requested additional information.
