Bill Branch called the meeting to order at 9:31 a.m. in the training room of the Roanoke
County Administration Center and asked for approval of the minutes of the June 11, 1996
meeting. Upon a motion by Carson Quarles, seconded by Carole Brackman, the minutes
were approved with an addition made by Guy Byrd pertaining to the "other Business" which
inserted the phrase "or when there is a request from a County Department" after the end
of the third sentence. The motion passed unanimously.
Old Business - Briefing on Rezoning Study
Tim Gubala reported that there were several rezonings pending action by either the Planning
Commission or Board of Supervisors. The Hinman family notified the County that they
would like a 90 day delay before the Planning Commission would hear their rezoning
petition so that they could prepare a concept plan for their property. The Trent rezoning is
pending action before the Board of Supervisors.
Old Business - Discussion of Authority/Board of Supervisors Agreement
Ed Natt reported that he and Paul Mahoney had exchanged draft agreements. Ed said that
he would have a draft available for discussion at the July 25, 1996 meeting.
New Business - R.R. Donnelley project
Brian Duncan introduced John Pecaric, Vice President and Plant Manager of the R.R.
Donnelley facility. John showed the building plan and presented examples of exterior
building materials; brick, panel and window glass. He gave a status report on the

construction and described the "open" appearance of the building. A picture of the printing
equipment was shown to the Authority. John then presented an elevation drawing of the
building showing the proposed location of exterior recycling equipment with side and frontal
views. This "cyclone" equipment will handle the collection of the shredded paper from
within the facility. R.R. Donnelley's goal is to generate minimal solid waste at the printing
plant. The cyclone will be approximately 50 feet in height and will present a minimal profile
to a viewer standing in the front parking lot and facing the exterior building wall of 23 feet
high.
Bill Branch read aloud an excerpt from the Protective Covenants, Conditions and
Restrictions for Valley TechPark which stated in Section 4(h) -
"All electrical and mechanical apparatus, equipment, fixtures (other than
lighting fixtures), conduits, ducts, flues, and pipes located on the exterior of
any building shall be concealed from view from any street and shall be
architecturally treated in a manner acceptable to the Authority."
Carson Quarles made a motion to grant a waiver of 4(h) for the recycling equipment
provided that it is painted in a color and hue to blend with the building. Guy Byrd seconded
and the motion passed unanimously.
Tim Gubala presented a concept for the Authority to carry out.Stage II grading at Valley
TechPark. There are projected cost savings from Stage I grading because the amount of lime
needed was less and the building elevation was lower than originally estimated. The cost
savings of$955,971 could be applied to the current estimated cost of$1,515,600 to do Stage
II grading in 1996. The projected cost of doing Stage II grading in 1999 would be
$1,864,850. The County staff was requesting the Board of Supervisors to appropriate
$559,629 to complete Stage II grading in 1996. Brian Duncan indicated that the Authority
could bid Stage II grading if the Board appropriated the funds.
Brian Duncan gave a status report on the installation of two drop inlets on Technology Drive
adjacent to Rusco, Bell Atlantic's extension of fiber into Valley TechPark, the
implementation of the landscaping and entrance sign plans, and Rusco's entrance
improvements.
New Business - Williamson Road Mini-Grant Program
Bill Branch recognized Terry Harrington,Roanoke County Director of Planning and Zoning.
Terry reported that he had met with the County Attorney and Economic Development staff
to draft procedures for implementing the mini-grant program for the Williamson Road area.
The Authority could serve as a conduit for public funds for private property improvements
in maximum grants of$5,000. Terry requested that the Authority consider becoming the
final approval agency through which public funds were passed to private business. Terry

further described the application and pre-approval process that was being developed. Bill
Branch said that the Authority would be interested in serving in this capacity and would work
with County staff to perform this role in accordance with the Agreement being developed by
the Counsel and County Attorney.
Treasurers's Report
Tim Gubala reported that a Treasurers report would not be available until the July 25, 1996
meeting.
There being no further business, the Authority adjourned at 10:35 a.m. and agreed to meet
at 9:00 a.m. on July 25, 1996.
