HomeMy WebLinkAbout3/29/1996 - Minutes Minutes of Industrial Development Authority of Roanoke County 4: 00 p.m. March 29, 1996 Members Present: Bill Branch,Chairman Rick Cranwell Guy Byrd Carole Brackman Ron Martin Carson Quarles, Vice Chairman Darnall Vinyard Tim Gubala, Secretary-Treasurer Ed Natt, Counsel Brian Duncan, Assistant Director of Economic Development Bill Branch called the meeting to order at 4:02 p.m. and asked for approval of the minutes of the March 13, 1996 meeting. Upon a motion by Carson Quarles, seconded by Ron Martin, the minutes were approved unanimously. Old Business Darnall Vinyard asked for some clarification of the proposed performance agreement that was discussed at the previous meeting. He wanted to make sure that Roanoke County was not offering to abate taxes for ITT. Tim Gubala reported that the draft agreement being prepared for Authority and Board of Supervisors review had a section pertaining to the forgiving of a utility debt owed the County. Virginia code prohibits local governments from abating taxes. Ed Natt indicated that he would review the matter when he met with the County Attorney and County staff on the draft performance agreement next week. New Business Brian Duncan discussed the status of the R. R. Donnelley project and indicated that Donnelley was planning a $12-20 million building and has been working with a short list of 5 contractor teams for the construction of this facility. Brian reported that the County staff had received bids on the landscape plan for Valley TechPark which was prepared by Ron Martin. Five firms had responded to the bid request and two submitted formal bids. The County staff reviewed these bids and determined that Creative Nursery and Landscaping's bid of $30, 675 was the lowest responsible bid according to the bid committee report. Carson Quarles made a motion, seconded by Rick Cranwell to accept and approve this bid. Ron Martin abstained because he had prepared the landscape plan as a subcontractor to T. P. Parker and Sons. The motion passed on the vote of six ayes and one abstention. 1 r f Brian Duncan presented the bid committee report on site grading bids at Valley TechPark. Twelve firms responded to the bid notice but only two submitted bids. The grading bids are based on grading and soil stabilization specifications prepared by T. P. Parker and Son. Brian indicated that the grading contractor has to remove 110, 000 cubic yards of material from the R. R. Donnelley building pad site by May 1, 1996. It is estimated that another 35-40, 000 cubic yards have already been removed from the pad site by a separate County hourly contract with Thomas Brothers. A total of 270,000 cubic yards has to removed from the entire R. R. Donnelley site by August 1, 1996. Rick Cranwell inquired about a penalty clause for not meeting the May 1 deadline. Brian indicated that there is a $1,000 per day penalty. Upon a motion by Rick Cranwell, seconded by Carson Quarles, the Authority voted unanimously to accept the recommendation of the County staff as noted in the bid committee report and to award the grading bid to Thomas Brothers in the amount of $712,802 . Treasurers's Report Tim Gubala reported that the regular account had $3,228. 04 and the special account $206.89. The new checking account has $29,990. 05 and the new stormwater management money market account has $9,300.00. Two bond holders have not paid their pro-rata share of annual audit and attorney's fees resulting in second notices being sent.
