HomeMy WebLinkAbout10/1/1997 - Minutes r Minutes of Industrial Development Authority of Roanoke County 10 a.m. October 1, 1997 Members Present: Other guests: Bill Branch, Chairman Brian Duncan,Vincent Copenhaver Carole Brackman Christina Nuckols Rick Cranwell Ron Martin Carson Quarles, Vice-Chairman Members Absent: Tim Gubala, Secretary-Treasurer Neil Gallagher,Ed Natt Bill Branch called the meeting to order at 10 a.m. in the conference room of the Roanoke County Administration Building. He asked that the Authority review the minutes of the August 6, 1997 meeting. Upon motion by Carson Quarles,seconded by Carole Brackman,the minutes were approved by unanimous voice vote. Old Business: Project Briefing-Valley TechPark Project Brian Duncan briefed the Authority on the status of the Valley TechPark project. He reported that the contractor would complete grading on the project and would expend the $699,500 approved by the Board of Supervisors for Phase II grading at Valley TechPark within the next 45 days. He said that Acken Signs had competed the erection of the entrance sign. There are some minor corrections and lighting to be installed. He is holding the invoice until these items are completed. New Business: Change Order for$5.270 for Valley TechPark grading Billy Branch excused himself from the meeting at this point and turned the chair over to Carson Quarles to conduct this agenda item. Brian Duncan presented a change order request form Branch Highways for$5,270.00 to remove a debris pile discovered in the course of the Phase II grading. After a brief discussion, Rick Cranwell made a motion to approve the change order request. Carole Brackman seconded and the motion passed by unanimous vote with Bill Branch being absent. Survey of fees charged by other IDA's in Virginia Tim Gubala presented the results of a survey that was requested by Board of Supervisors Chairman Bob Johnson. Mr. Johnson had asked the Economic Development Staff to survey the fees assessed by other IDA's in Virginia to determine what was being charged for application fees and annual fees on the outstanding bond balance. Eighteen Authorities responded and Roanoke County's application fee of 1 $250.00 was shown to be low when compared to other localities. The Authority members discussed the fee survey and their consensus was that any fees assessed should cover expenses. The Authority agreed to advise the Board of Supervisors that they were willing to raise the application fee to $1,250. The issue of establishing an annual fee on the outstanding bond balance was discussed but there was not a consensus to establish such a fee. Tim Gubala advised that this fee could offset the annual contribution given to the Authority by the Board of Supervisors or could be used to create a fund for future economic development projects. Chairman Branch asked that the fee proposal be forwarded to the Board of Supervisors. Recognition of Darnall Vinyard Tim Gubala advised the Authority that the Board of Supervisors was planning to recognize Darnall Vinyard for his 25 years of service on the Authority at the October 14, 1997 Board meeting. Bill Branch asked that the staff order a suitable plaque for presentation by Bill Branch at the Board meeting. Appointments to the Authority Bill Branch advised the Authority that the Board of Supervisors had appointed two new members; Neil Gallagher and Steve Musselwhite. Treasurer's Report and Budget Bill Branch asked Tim Gubala to give the Treasurer's Report for the period ending August 31, 1997. Tim introduced Vincent Copenhaver, Chief Accountant, Department of Finance who reviewed each page and the accounts that the Authority was responsible for. There were a few questions and Tim Gubala advised the Authority that the printout would be available monthly. Tim Gubala also reported that the annual audit would be completed shortly and brought to the Authority at their next meeting. There being no other business, the Authority voted to adjourn at 10:33 a.m. and set the next meeting for November 5, 1997; if action is needed.
