HomeMy WebLinkAbout4/2/1997 - Minutes Minutes of Industrial Development Authority of Roanoke County 10 a.m. April 2, 1997 Members Present: Other guests: Bill Branch, Chairman Christina Nuckols Carole Bradman Linda Sims Guy Byrd Rick Cranwell Members Absent: Tim Gubala, Secretary-Treasurer Ron Martin Ed Natt, Counsel Carson Quarles,Vice Chairman Darnall Vinyard Bill Branch called the meeting to order at 10:01 a.m. in the training room of the Roanoke County Administration Building. The minutes of the March 5, 1997 meeting were approved on a motion from Carson Quarles, seconded by Darnall Vinyard. The motion passed unanimously. Old Business: Status Report-Valley TechPark Project Tim Gubala briefed the Authority on the status of the Valley TechPark project. He distributed a report from Assistant Director Brian Duncan regarding four Request for Proposals/Bids for signage,child care, grading and geotechnical services as follows: Signage-Acken Signs submitted the only bid for$8,052.00 to construct the Valley TechPark entrance sign. County staff visited Acken Signs in Bluefield, West Virginia to determine if the company could perform the contract. The staff recommendation is to award the bid to Acken Signs and to increase the bid amount by $2,000 for anticipated revisions to shop drawings because of the quality of materials, finishes and electrical requirements. Vice-Chairman Quarles and Guy Byrd were concerned because only one bid had been received. Tim Gubala stated that the RFP had been legally advertised and sign companies on the County's bid list had been notified by the Procurement Department. After additional discussion, Carson Quarles made a motion to approve the staff recommendation. Rick Cranwell seconded and the motion passed unanimously. Near site child care center-Tim Gubala stated that the Director of Procurement had reviewed the proposals and had determined that no applicable bid was received. Staff recommends that the information received be discussed with R.R. Donnelley & Sons. Guy Byrd questioned why Procurement had not received or sought more bids. Tim Gubala and Ed Natt commented on the Virginia Public Procurement Act and suggested that the Director of Procurement attend the next Authority meeting. No action is necessary from the Authority on this matter. 1 Bill Branch excused himself from the meeting and asked Vice-Chairman Quarles to handle the next item. Ed Natt disclosed that Chairman Branch had a financial interest in the grading bid and could not participate nor vote on the matter. Grading-Tim Gubala reported that three bids had been received for Stage II grading at Valley TechPark from Allegheny Construction, Branch Highways and Thomas Brothers. Branch Highways was the low bidder at$699,000. Upon a motion by Carole Bradman, seconded by Rick Cranwell,the Authority voted unanimously, with Chairman Branch absent, to accept the low bid of$699,000 and award the Stage II Grading contract to Branch Highways. Earthwork-Tim Gubala explained,with Chairman Branch now present,that neither Brian Duncan nor the Director of Procurement were able to make a recommendation regarding the three proposals received for earthwork testing. Staff recommends that a scope of work be prepared and provided to the three firms to be followed by meetings with Branch Highways,the County staff and Frank Caldwell (Authority's project engineer). Then a firm could be selected and a recommendation made to the Authority. The Authority concurred to bring back a report and to hold a special meeting, if necessary. Status Report-Valley Gateway Ed Natt discussed the stormwater management amendment that was enclosed in the agenda packet and asked the Authority to authorize the Chairman to sign on a form approved by the Authority's Counsel. Upon a motion by Rick Cranwell, seconded by Carson Quarles, the Authority voted unanimously to approve the Counsel's recommendation on this matter. Tim Gubala gave a brief update on the status of road plans,subdivision,shell building and property transfer to the Greater Roanoke Valley Development Foundation. Guy Byrd asked about marketing and Tim Gubala outlined a plan to use the services of the Roanoke Valley Economic Development Partnership for this effort. Hanover Direct- Land Transfer Ed Natt reported that he had prepared the deed of transfer. Upon a motion by Guy Byrd, seconded by Rick Cranwell, the Authority voted to authorize the Chairman to execute the deed to transfer 15 acres of land on Hollins Road to Hanover Direct. The Company had requested this transfer in accordance with the performance agreement executed January 7, 1994. Chairman Branch noted that the Board of Supervisors had approved this land transfer at their February 25, 1997 meeting. Kroger- Project Update Ed Natt stated that the Burritt property had been acquired and the County had assigned the former Richfield property to the Authority for transfer to Kroger. The County Planning Commission has recommended approval of a change in zoning on both these parcels. 2 New Business - Williamson Road Mini-Grant Program Chairman Branch recognized Linda Sims, Project Planner, who distributed a report on the status of mini- grant applications. Seven mini-grants of$20,648.00 had been reviewed and approved by the Authority. Linda presented two new applications: Primerica Financial Services -landscaping $1,576 Consumer Credit Counseling- landscaping 1.480 $3,056 After a brief review and questions, Guy Byrd made a motion to approve the two mini-grant applications. Carole Bradman seconded and the motion passed unanimously. Treasurer's Report Tim Gubala passed out the Treasurer's report for February 1997 and reviewed the status of the Authority's accounts. He reported that he had received payment from the delinquent bond holder who had not paid their prorata share of the annual audit and attorney's fees. There being no further business,the Authority meeting ended at 10:55 a.m. and set their next meeting for 10:00 a.m. May 7, 1997. Respectfully submitted W.)41/144 Timothy W.
