HomeMy WebLinkAbout3/5/1997 - Minutes Minutes of Industrial Development Authority of Roanoke County 10 a.m. March 5, 1997 Members Present: Other guests: Bill Branch, Chairman Carole Brackman Linda Sims Guy Byrd Rick Cranwell Members Absent: Carson Quarles, Vice Chairman Darnall Vinyard Ron Martin Tim Gubala, Secretary-Treasurer Ed Natt, Counsel Bill Branch called the meeting to order at 10:04 a.m. in the conference room of the Roanoke County Administration Building. The minutes of the February 5, 1997 meeting were approved on a motion by Carole Brackman, seconded by Rick Cranwell. The motion passed unanimously. Old Business: Discussion of Authority/County Agreement Tim Gubala reported that the proposed agreement between the Authority and County had been approved by the Board of Supervisors at their February 25, 1997 meeting. Bill Branch signed the original agreement and stated that he thought the agreement would improve operations when the County requested specific economic development tasks of the Authority. Tim Gubala reviewed the agreement and reported that the County Finance Director would assume responsibility of the Authority finances on July 1, 1997 when the new fiscal year begins. Status Report- Valley Gateway Project Tim Gubala briefed the Authority on the status of the Valley Gateway project. He reported that the Commonwealth Transportation Board had approved $200,000 of industrial access funds on February 20, 1997. Plans and profiles for the new access road have been prepared and submitted to VDOT and the County for review and approval. Road construction would start in the spring of 1997. Ed Natt indicated that he was moving ahead with the suspected graveyard issue. He has discussed the property transfer for the shell building with the attorney for the Greater Roanoke Valley Development Foundation and has targeted a transfer by April 1, 1997. Status Report- Valley TechPark Tim Gubala passed,out a status report from Assistant Director Brian Duncan that addressed the bids for the entrance sign and the proposed "near site child care center." No action was necessary at this time. Hanover Direct-Land Transfer Tim Gubala noted that Brian's report also requested that the Authority take action to transfer 15 acres of land on Hollins Road to Hanover Direct. The Company had requested this transfer in accordance with the performance agreement executed January 7, 1994. Chairman Branch noted that the Board of Supervisors had approved this land transfer at their February 25, 1997 meeting. Upon a motion by Carson Quarles, seconded by Guy Byrd,the Authority approved the land transfer of the 15 acres to Hanover Direct and requested that Ed Natt handle this matter. The motion was approved unanimously. Chairman Branch asked that the order of the agenda be changed so that the Authority could review the New Business item relating to the Williamson Road mini-grant program. New Business - Williamson Road Mini-Grant Program Chairman Branch recognized Linda Sims,Project Planner who passed out a report on the status of mini-grant applications. Four mini-grants of$8,570.00 had been reviewed and approved by the Authority. Linda presented three new applications: Crouch's Pharmacy -Facade renovation $5,000 Valley Cleaners -Facade renovation and sign frame 5,000 Valley Pride Car Wash- sign and landscaping 2.069 $12,069 After a brief review and questions, Carson Quarles made a motion to approve the three mini-grant applications. Rick Cranwell seconded and the motion passed unanimously. Executive Session to discuss real estate and legal matters related to the Kroger expansion project: At 10:35 a.m. Carson Quarles made a motion that the Authority go into executive session under Sections 2.1- 344(A)(3)of the Code of Virginia to discuss a real estate matter and Sections 2.1-344(A(7)to discuss a legal matter related to the Kroger expansion project. Rick Cranwell seconded and the motion passed unanimously. At 10:50 a.m. Carson Quarles made a motion to return to open session and to certify that the executive session was held in conformity with the Code of Virginia. Guy Byrd seconded and the motion passed unanimously. No action was taken as a result of the executive session. Treasurer's Report Tim Gubala presented the Treasurer's report for January 1997 and reviewed the status of the Authority's accounts. He reported that he was pursuing collection of one delinquent bond holder who had not paid their prorata share of the annual audit and attorney's fees. There being no further business,the Authority meeting ended at 10:54 a.m. and set their next meeting for 10 a.m., April 2, 1997. Respectfully submitted Timothy W. Gubala Secretary-Treasurer
