HomeMy WebLinkAbout7/18/2001 - Minutes t _ _ Minutes of Industrial Development Authority of Rdanoke County 10:00 AM July 18, 2001 MEMBERS PRESENT: OTHER GUESTS: Bill Branch, Chairman Danial Morris Neil Gallagher Janet Scheid Ron Martin Rosemary Trussell Steve Musselwhite Craig Sharp MEMBERS ABSENT: Ed Natt, Counsel Carole Brackman Doug Chittum, Secretary-Treasurer Linwood Windley Chairman Bill Branch called the meeting to order at 10 a.m. in the conference room of the Roanoke County Administration Building. The minutes of the April 4, 2001 meeting were approved. Unfinished Business Janet Scheid, Senior Planner in Community Development, explained how the Mini-Grant Program works and who can qualify. Summaries on the Williamson Road Corridor Project including application, guidelines and a map highlighting the area to be included in the project were handed out. The program, started in 1997, requires a 50%match up to $5,000 (minimum $500) for improvements. Janet noted that the businesses have to be willing to pay their share in order to qualify for the program. Monies set aside for the program are transferable to other localities. Janet addressed questions by Steve Musselwhite and Craig Sharp. Doug Chittum gave an overview of the activity on the Shell Building. The Board of Supervisors had deemed a prospect not suitable for this location. There is currently an international prospect that is very interested and the IDA Board was given notice there may be a need for an emergency meeting in the next few weeks to discuss issuance of IDA bonds. New Business Ed Natt discussed the.Proof of Claim forwarded to him from Betty Stewart,Brock v. Merrill Lynch & Co., et al., relating to bonds issued by the political subdivisions during 1986-88. The County of Roanoke IDA may be entitled to recovery but it would take a good deal of research. The Board asked that Ed write a letter stating a claim and asking for additional information. Salem Vent is being released from their commitment in a Public Private Partnership Agreement made when they purchased 8 acres of land at Valley Tech Park. Their plans to build fell through. Doug Chittum states that Roanoke County will help market the property now being listed by Copty& Company. • Treasurer's Report Upon Rosemary Trussell's recommendation, the Board unanimously approved by voice vote to retain John Watkins, CPA, for the 2000-2001IDA Audit at a cost of$1,200.00. This will not need to go through Procurement. Steve Musselwhite made a motion to accept the 2001-2002 budget presented by Rosemary Trussell. Craig Sharp seconded, and the proposal was approved by unanimous voice vote. The Board cancelled the August 1, 2001 meeting due to vacation conflicts.
