Industrial Development Authority of Roanoke County

Chairman Bill Branch called the meeting to order at 10 a.m. in the conference room of
the Roanoke County.Administration Building. Mr. Branch presented the minutes of the

July 18, 2001 meeting. Carole Brackman made the motion to approve the minutes,
seconded by Linwood Windley. The motion passed with a unanimous voice vote.
Election of Vice-Chairman
The floor was opened for nominations for Vice-Chairman of the IDA to replace Ron
Martin. A motion to elect Steve Musselwhite was made by Craig Sharp, seconded by
Carole Brackman. The motion passed with a unanimous voice vote.
Unfinished Business
Ed Natt updated Board members on the status of the Proof of Claim, Brock v. Merrill
Lynch&"Co., et al., relating to bonds issued by the political subdivisions during 1986-88.
After many letters and conversations with the settlement administrator and local
brokerage firm and looking through IDA records, details of the claim were still uncertain
but the IDA should be included in the claim. It was decided it would not be feasible to
spend additional time on this matter.
New Business
Request for Closed Session pursuant to the Code of Virginia, Sec. 2.2-3711 (A.5) to
discuss a prospective business or industry or the expansion of an existing business or
industry where no previous announcement has been made of the business' or
industry's interest in locating or expanding its facilities in the community.
Linwood Windley made the motion that the Authority go into Closed Session to discuss a
prospective business or industry at 10:15am. Craig Sharp seconded and the matter passed
by unanimous voice vote.
Carole Brackman made the motion to return to open session at 10:35am. and certified
- that only matters pertinent to the session were discussed. Craig Sharp seconded and the
motion passed by unanimous voice vote. -
Treasurer's Report
Rosemary Trussell handed out copies and gave an overview of the IDA budget for period
ending October 31, 2001. There were no questions.
There being no further business, the meeting was adjourned at 1.0:40 AM.
