Billy Branch, Chairman called the meeting to order at 10:00 A.M.
A motion was made by Allan "Cap" Robinson to approve the December 3, 2003 seconded by
Carole Brackman, carried by unanimous voice vote.
Treasurer's Report
Elizabeth Atkinson, Roanoke County Finance Analyst presented the Treasurer's Report through
May 2004. Foti, Flynn & Lowen will complete audit services for the current year 2004 at a cost
of$3500.00. A motion was made by Carole Brackman to accept the financial reports, seconded
by Linwood Windley, carried by unanimous voice vote.
Update
Doug Chittum gave an update to the board on the following projects:
1. Cardinal Glass- On task as per the Performance Agreement, coordinating with the
Town of Vinton.
2. Integrity Windows & Doors-Received their Certificate of Occupancy May 2004, with a
ribbon cutting to be held on August 26, 2004, at 10:00.
3. Springwood Associates-Cave Spring development requested County tax revenue to
be returned in the amount of$38,170.54. (Per attachment A)
4. CRT/Vallevpointe II-Roanoke County will transfer funds in the amount 500,000 to
Valleypointe II from CRT leaving 500,000 in new funding CRT budget. Valleypointe II is
located on Woodhaven Drive and consists of 180 acres owned by English Construction.
They are in the process of creating a master plan for development; McKinney &
Company will conduct the master planning.
Craig Sharp updated the board on the Capital Improvement Program. A ranking system was
set in place for analyzing projects. The committee is now in the process of working on a master
plan for prioritizing all capital improvement projects.
New Business
Doug Chittum informed the board of a joint project between Town of Vinton and Roanoke
County using the same criteria as the Mini Grant Program for Hollins-Williamson Road
Improvement Project. The total project will cost 25,000, funding from Town of Vinton will be
15,000 and from the County of Roanoke 10,000. A suggestion was made by Steve Musselwhite
to look at the same type program for small and existing businesses on Brambleton Avenue.
Election of Offieers
A motion was made by Steve Musselwhite to elect Billy Branch as Chairman, seconded by
Linwood Windley, carried by unanimous voice vote.
A motion was made by Linwood'Windley to elect Steve Musselwhite as Vice-Chairman,
seconded by Carole Brackman, carried by unanimous voice vote.
Being no further business, the meeting was adjourned at 10:45 A.M.
