Steve Musselwhite, Vice Chairman called the meeting to order at 10:15 A.M.
After general discussion a motion was made by Allan "Cap" Robinson to approve the
November 6, 2003 minutes seconded by Linwood Windley, carried by unanimous voice vote.
Treasurer's Report
Elizabeth Atkinson, Roanoke County Finance Analyst presented the Treasurer's Report through
the month of November 30, 2003 along with the Industrial Development Authority audit from
Robinson, Farmer, Cox Associates for the Year ending June 30, 2003. Ed Natt, Counsel for the
Industrial Development Authority requested the audit to be filed with the State. A motion was
made by Carole Brackman to accept the audit and to file with the State, seconded by.Allan
"Cap" Robinson, carried by unanimous voice vote.
Unfinished Business
Doug Chittum briefed the board concerning the 25 acres "Hampton Property", adjacent to the
Center for Research Technology. The Industrial Development Authority closed the transaction
Monday, December 1, 2003.
Attachment A-Settlement Statement
Ed Nail, Counsel for the Industrial Development Authority gave an update on The Glebe's
Industrial Development Bond. The Inducement Resolution was approved at the November 6,
2003, Industrial Development Authority meeting. A resolution was passed at the November 18,
2003 Board of Supervisors meeting in support of the Bond. The Parameter Resolution or final
resolution will need to be adopted. A motion was made by Carole Brackman to consider the
resolution for adoption, seconded by Linwood Windley, carried by unanimous voice vote.
Attachment B-The Glebe, Inc
Open discussion concerning the Industrial Development Authority By-Laws. According to Ed
Natt the Industrial Development Authority By-Laws were never adopted, Ed Natt revised the By-
Laws to reflect State Statute. After general discussion a motion was made by Steve
Musselwhite to adopt and revise the Industrial Development Authority By-Laws, seconded by
Carole Brackman, carried by unanimous voice vote.
