CALL TO ORDER Chair Woody Windley called the meeting to order at 9:03 a.m. ROLL CALL Megan Baker called the roll. REQUEST TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF THE AGENDA ITEMS There were no requests to postpone, add to, or change the order of the agenda items. APPROVAL OF August 1, 2024 MEETING MINUTES On a motion by Barry Thompson to approve minutes of the August 1, 2024, EDA meeting, seconded by Sunny Shah, the motion carried unanimously. FINANCIAL REPORT 1. Financial Report through July 31, 2024 Paul Workman reviewed the statements of revenue, expenditures and changes in the fund balances ending July 31, 2024. The current year to date activity includes investment income of $164, insurance costs of $3,778 and the cost to transfer funds to establish the new BEAP grant of $74,904. Interest revenue is smaller than usual due to year end accruals and a lower than usual cash balance. Cash available for use was $335,777 for July. The anticipated sale of the Starkey property will significantly improve the cash holdings when complete. Grant funds available total $101,406 which includes the Vinton Façade grant and the new $100,000 BEAP grant. No new Incentive agreements to report for July. No additional broadband funds are shown for July. Additional broadband funds received and paid are being recorded in the preliminary June statements because this is the period it is associated with. Broadband funds received, paid and accrued back includes $35,295 from B2X. NEW BUSINESS AND PUBLIC HEARING 1. Town of Vinton Downtown Façade Improvement Program Barry Thompson motioned, and Todd Ross seconded a motion to approve the proposed updates to the Vinton Downtown Façade Improvement Program. The motion passed by a vote of 7. Jeremy Carroll recused himself from the vote. 2. Town of Vinton Downtown Commercial Change of Use Program Barry Thompson motioned, and Down Sowder seconded a motion to approve the proposed updates to the Town of Vinton Downtown Commercial Change of Use Program. The motion passed by a vote of 7. Jeremy Carroll recused himself from the vote. BRIEFINGS 1. BEAP Grant Applications Ms. Webb summarized the criteria for the Business Equipment Acquisition Program (BEAP Grant). Applications are due September 1, 2024. 2. Glenmary Dr. Project Mr. Blount provided an update on the status of Glenmary Drive improvements to bring the road into the Virginia Department of Transportation (VDOT) Secondary System of Roads. 3. Planning Director’s Report Mr. Thompson discussed approved development projects, approval of the Roanoke County 200 plan, transportation projects, and zoning ordinance amendments. Approved projects included the Trail Development Group, LLC, Reed Road Solar 1, LLC, Brad Prescott, and four short-term rentals. Dale Wilkinson submitted a rezoning application for 21.39 acres of land from I-1 to R-3. 4. Director’s Report Ms. Baker reported that the hotel study firm has been selected, and the study should start within the next few weeks. The partnership with Roanoke County Public Schools will continue this fall with Industry Insight Tours at OCC, Mack, and Carter Machinery. In celebration of Manufacturing Day on October 4th, students from the five high schools will tour Mack Double Envelope, Marvin, OCC, and P1.
