ROLL CALL Megan Baker called the roll . REQUEST TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF THE AGENDA ITEMS There were no requests to postpone , add to , or change the order of Agenda Items . APPROVAL OF JUNE 51 2025, MEETING MINUTES On a motion by Barry Thompson to approve minutes of June 5 , 2025 , EDA meeting , seconded by Mike Altizer, the motion carried unanimously . FINANCIAL REPORT 1. Financial Reports through May 31 , 2025 Jessica Beemer reviewed the statement of revenue , expenditures and changes in the fund balances ending May 31 , 2025 • Monthly operating revenue activity includes Investment Income of $3 ,226 in May. Year-to-Date operating revenues is $150,446 . • May operating expenditure activity includes a $16,250 for the 4th (final) payment for the Retail Study . Total year-to-date expenditures total $263 ,314 . • Year-to-date fund balance change due to operations is $(112 ,868). • EDA grants had no activity in May. • In May the EDA paid $23 ,855 to Mack Trucks and $6,788 to Ronald E. Cook for payments received from TOV. • Broadband projects did not have any activity in May . • Cash available at the end of May is $2 ,035 ,186. BRIEFINGS 1. Planning Director Update Philip Thompson provided an update on planning and development activity across the County: • Approved Projects: The Board of Supervisors recently approved several rezonings and Special Use Permits (SUPs), including a broadcasting tower for B2X Online , a drive-thru for LovABLE Services (Chris ' Custard & Coffee), a new hotel on Fallbrooke Lane , a retail use on Bradshaw Road , and a multifamily rezoning along Williamson and Florist Roads . •· Projects Under Review: Upcoming public hearings are scheduled for July 22 for projects including a car wash on Colonial Avenue , a 28-unit townhouse development on Cove Road , and a multifamily rezoning on Rutrough Road . • Planning Studies: Work is underway on the Glenvar Center Plan and a County-wide Housing Study led by RKG Associates . A virtual commun ity meeting on the Housing Study will take place July 14. • Transportation Planning: Public meetings are scheduled for the East Roanoke River Greenway Feasibility Study (July 9-10). Other updates include the adoption of the County 's Comprehensive Safety Action Plan , planning for Route 419 improvements, and the 1-81 Corridor Improvements Plan meeting on July 17. • Zoning Ordinance Amendments: The Board approved updates in June related to site and plot plans . Additional amendments on topics like cell towers , solar , mini­ warehouses , and accessory units are headed to the Board for a hearing on July 22. • Proffer Removal Project: Staff is reviewing outdated proffers on commercial and industrial properties to support future redevelopment. With property owner interest , the County/EDA may sponsor rezoning applications at no cost to the owner, with the EDA serving as the applicant. 2 . Director's Report Megan Baker provided a written report on recent staff activities , highlighting the upcoming launch of the 2025 BEAP Grant , recent business vis its and ribbon cuttings , workforce initiatives in partnership with the Greater Roanoke Workforce Development Board , and continued participation in regional events and collaborat ive efforts to support business and talent development. CLOSED SESSION On a motion by Vice-Chairman Michael Cagle , seconded by Kirtesh Patel , the Board entered a closed session pursuant to Code of Virginia § 2 .2-3711 (A)(3) for discussion regarding the disposition of publicly held real property located in the Vinton District , where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body and pursuant to Code of Virginia Section 2.2-3711 (A)(3) for discussion regarding the acquisition of real property for a public purpose , where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body . Specifically , the Authority would be discussing the acquisition of real property for a public purpose in the five magisterial districts. Kirtesh Patel left the meeting at 10:13 a .m. Todd Ross and Sunny Shah left the meeting at 10 :30 a.m. CERTIFICATION Following the closed session , on a motion by Vice-Chairman Michael Cagle , seconded by Jeremy Carroll , the Board certified that only matters lawfully exempt from open meeting requirements and identified in the motion to convene the closed session were discussed . The certification passed unanimously . REPORTS AND INQUIRIES Authority members were invited to share any reports or inquiries. No items were brought forward .
