APPROVAL OF MINUTES for November 19 2008 Mr. Wright moved to approve the minutes of November 19, 2008, as submitted. Mr. Barnes seconded the motion, which passed unanimously, ELECTION OF OFFICERS Mr. Thomas nominated Mr. Karr as Chairman of the Board of Zoning Appeals for 2009. There were no other nominations. The nomination passed with a vote of 4-0-1, Mr. Karr abstaining. Mr. Karr nominated Mr. Wright as Vice-Chairman. Mr. Barnes seconded the motion. There were no other nominations. The nomination passed with a vote of 4-0-1, Mr. Wright abstaining. APPOINMENT OF ALTERNATES Mr. Murphy recommended that Mr. Patriarca and Mr. Richardson be named Alternate Secretaries of the Board of Zoning Appeals for 2009. Mr. Wright made a motion to accept staff's recommendation, which Mr. Thomas seconded. The motion passed, 5-0. 2008 ANNUAL REPORT There were three (3) petitions filed for 2008. The annual report was accepted as filed. BOARD OF ZONING APPEALS MINUTES JANUARY 21, 2009 COMMENTS Mr. Murphy expressed his appreciation for Mr. Obenshain's help throughout 2008. He also thanked Ms. Meador and announced that she has taken a position with the Board of Supervisors. Mr. Murphy explained the Administrative Appeal to the Board of Supervisors to be held on January 27, 2009. The petitioner, Brian Perkins, is appealing the proffered conditions on the property he is currently leasing for a truck repair business. There are approximately 4,500 used tires currently being stored on the parcel. Mr. Perkins has been issued violations by Roanoke County, as well as the Department of Environmental Quality. There was discussion of the low amount of petitions to the Board of Zoning Appeals for 2008. Mr. Murphy stated this was due to a decline in the number of building permits from the previous year. The increase in real estate assessments was also discussed. Mr. Richardson stated that the county may see a decrease in 2010. Mr. Murphy updated the board on the county budget cuts. There is currently a hiring freeze. Some part-time employees are no longer being utilized. Additionally, some employees are being shifted to other functions. Social Services' work load has increased with the number of citizens requiring their services due to the status of the economy. There was discussion of the new library. The project is being refigured to meet the original budget. Postponing the project could result in negative consequences from the bond posted.
