PUBLIC HEARING MINUTES

CALL TO ORDER
Mr. Jones called the meeting to order at 7:03 p.m.
APPROVAL OF AGENDA
Mr. Armstrong made a motion to approve the agenda, which passed 4-0.
APPROVAL OF MINUTES
Mr. Armstrong made a motion to pass the May 17, 2023 minutes, which passed 4-0.
PUBLIC HEARING
1. The petition for a variance requested by Brian Pomerville of Section 30-32-3(B)
of the Roanoke County Zoning Ordinance to build a primary structure (house)
behind the existing accessory structure (barn), located at 7889 Bradshaw
Road Salem, VA 24153. The property is zoned AG3 Agricultural/Rural Preserve
District and is located in the Catawba Magisterial District. Mr. Richardson
presented the history of the application. He noted the standards required in the
zoning ordinance and explained the reason for the applicant's variance request.
Mr. David Steidle, 306 McClanahan Street, presented the applicant's
presentation regarding their request for a presentation. He explained who the
couple is, and explained their desire to build an ADA-compliant home. He noted
that it is their desire to be able to keep the barn to house their horses on their
property. He opined that there is no other place to put this home, that the
property was acquired in good faith, and that there is no other place to locate the
barn (accessory structure).
Mr. Jones opened the public hearing.

Sarah Murray, 7917 Bradshaw Road, came to support the couple. They are looking
forward to having them as neighbors. She noted that it appears to be a small problem
hindering them from building their home. She asked the Board of Zoning Appeals to
approve their variance request.
Chris Moore, owner of Rock Enterprises, noted he is the builder that has been working
on this project for the last few years. He noted that the location of the house, to make it
accessible there needs to be a proper elevation change. He explained that there has
been a lot of thought that has gone into this project.
Mr. Jones closed the public hearing.
Ms. Moore thanked the applicant for their presentation. She noted that she believes the
barn gives the property character.
Ms. Moore made a motion to approve the variance, which passed 4-0.
