PUBLIC HEARING MINUTES

CALL TO ORDER
Mr. Jones called the meeting to order at 7:00 p.m.
APPROVAL OF AGENDA
Mr. Jones added the Discussion of the 2024 Public Hearing Schedule to the agenda.
Mr. Jones postponed the Approval of Minutes for October 18,,2023, due to not having a
quorum.
PUBLIC HEARING
1. The petition for a variance requested by James and Angela Wooten of Section
30-41-3(B) of the Roanoke County Zoning Ordinance to install an accessory
structure in front of the front building line of the principal structure, located at 1248
Terrace Drive, Salem, VA 24153. The property is zoned R-1 Low Density Residential
District and is located in the Catawba Magisterial District. (WITHDRAWN BY
APPLICANT)
2. The petition for a variance requested by James and Patricia Sheppard of Section
30-41-3(B) of the Roanoke County Zoning Ordinance to modify rear yard setback
from 25 feet to 14'feet and 6 inches to construct an attached addition. The property
is located at 1314 Aarons Run Circle, Salem, VA 24153. The property is zoned R-
I C, Low Density Residential District with conditions, and is located in the Catawba
Magisterial District.
Mr. Richardson reviewed the history of the variance application. He explained that he had a
discussion with Mr. Sheppard at the permit counter regarding the variance application. He
noted that they discussed the options available to Mr. Sheppard. He noted that they came

back with an application in October due to the setback configuration of the property. Mr.
Richardson noted that based on repeated visits to the site, it does appear that this a unique
' situation due to a,stormwater management pond that was installed as part of the
development requirements for this facility. He explained that the rest of the properties in
this neighborhood do not have this issue as the Stormwater pond located on their property
was required for the community their home was built within.
Mr. Sheppard, 1314 Aarons Run Circle, made his request for the variance and had nothing
further to comment.
Mr. Jones opened the public hearing, and with no one wishing to speak, closed the
public hearing.
Mr. Armstrong made a motion to approve the variance, which passed 3-0.
AYES: Armstrong, Thomas, Jones
NAYES: None
ASTAINS: None
DISCUSSION OF 2024 PUBLIC HEARING SCHEDULE
Mr. Jones recommended that they change the June 19th Public Hearing date to
Thursday, June 20, 2023 due to the County being closed in observance of Juneteenth.
Mr. Armstrong made a motion to approve the amended public hearing schedule, which
passed 3-0.

With no further discussion, the meeting adjourned at 7:10 p.m.
