HomeMy WebLinkAbout1/16/2008 - MinutesROANOKE COUNTY BOARD OF ZONING APPEALS MEETING MINUTES PUBLIC HEARING —JANUARY 16, 2008 BZA Members Mr. Kevin Barnes, Chairman Present: Mr. Richard Jones Mr. Eric Thomas Mr. Eldon Karr Mr. Carlton Wright Staff Present: Mr. John Murphy, Secretary Mr. Bill Richardson Mr. Christopher Patriarcha Mr. Joseph Obenshain Ms, Lindsay Blankenship Mr. Barnes called the meeting to order at 7;05 p.m. APPROVAL OF AGENDA Mr. Jones moved to approve the amended agenda. Mr. Karr seconded the motion, which carried unanimously. ELECTION OF OFFICERS The Board conducted a discussion on the election of the future chairman position being based on seniority. Staff will set up a proposed rotation for future elections based on seniority. Mr. Barnes moved to nominate Mr. Jones as 2008 BZA Chairman. Mr. Karr seconded the motion. AYES: Karr, Thomas, Jones, Wright, Barnes NAYS: None ABSTAIN: I Mr. Barnes moved to nominate Mr. Wright as 2008 BZA Vice Chairman. Mr. Thomas seconded the motion. AYES: Barnes, Karr, Thomas, Wright, Jones NAYS: None ABSTAIN: APPOINTMENT OF ALTERNATE SECRETARIES Mr. Murphy recommended reappointment of Mr. William A. "Bill" Richardson as alternate BZA Secretary and the appointment of Mr. Christopher Patriarca as an additional alternate BZA Secretary for the 2008 calendar year. Mr. Murphy was also reappointed as Secretary for 2008 calendar year. Action passed by unanimous roll call vote. DISCUSSION OF 2007 BZA ACTIVITY — 2007 ANNUAL REPORT AND 2008 PUBLIC HEARING CALENDAR The Board reviewed the activity list with no comments. Report will be filed. APPROVAL OF MINUTES for November 21 2007 Mr. Wright made a motion to approve the minutes with one minor change to the voting record. The change was noted. Mr. Karr seconded the motion, which carried with the following vote: AYES: Thomas, Karr, Barnes, Jones, Wright NAYES: None ABSTAIN: None COMMENTS Mr. Obenshain and the Board discussed the Code of Virginia related to the authority of the Board of Zoning Appeals and related issues with regards to the approval of variances. Extensive discussion was conducted concerning multiple variance cases in a specific neighborhood and the potential need to make revisions to the zoning ordinance to address such issues. 2 The Board of Zoning Appeals entertained the idea of a joint work session meeting with the Planning Commission to communicate some ideas and improve communications.
