PUBLIC HEARING - MAY 16,2001

Mr. Karr called the meeting to order at 7:00 p.m. Mr. Jones moved to approve the agenda, Mr.
Wright seconded the motion which carried unanimously.
PUBLIC HEARING PETITION
Variance requested by Geoffrey A. and Brenda S.Straughn of Section 30-41-3(B)4, of
theRoa,nokc County Zoning Ordinance to reduce the required front yard (comer) setback
from 30 feet to 20 feet. The purpose of this request is to construct an attached carport
located at 1946 Bridle Lane, Windsor Hills Magisterial District.
Mr. Straughn presented the petition noting that his family has worked extensively on the
subject house. He stated that flooding caused by severe thunderstorms which clog a
backyard culvert with debris have presented the biggest problems regarding maintaining
the property. On two prior occasions, water has reached a depth of 13 inches in the
basement. Also since Sugarloaf Drive (side street) is topographically higher than the
applicants' rear yard, this contributes to the situation. The owner intends to raise the edge
of one ditch and construct the proposed rear entrance approximately 16 inches, higher than
the existing, access. If all planned additions are built, the Straughns will give up their
existing garage. The petitioner pointed out that the lot configuration (shallow depth from
both streets) presents difficulties attaching the proposed carport onto the east side: of the
house. Architectural integrity of the subject house as well as the surrounding
neighborhood would be compromised by building an attached carport in the backyard.
Mr. Straughn stated that his main goal is to improve the property while maintaining the
character of the existing dwelling, Mr. Wright inquired as to the actual existing setback
distance which slightly exceeds 30 feet facing on both Bridle Lane and Sugarloaf Drive,
clarifying old survey details appearing on an old plat of the property. The applicant
stated that he would provide a mortgage survey of all improvernents, on-site as a matter of
record.
Mr. Wright moved to approve the petition based on low-lying, rear yard topography and
flooding. Mr. McNeil seconded the motion which carried with the following vote:
AYES: Karr, Thomas, Jones, Wright, McNeil
NAYS: None
ABSENT: None
Approval-of Minutes:
Mr. Jones moved to approve the minutes of April 18, 2001. Mr, Thomas seconded the motion
which carried unanimously.
There being no further business, the meeting was adjourned at 7:17 p.m.
