HomeMy WebLinkAbout2/16/2000 - MinutesMINUTES OF A MEETING OF THE ROANOKE COUNTY BOARD OF ZONING APPEALS PUBLIC HEARING • FEBRUARY '16, 2400 Present: Mr. Carlton Wright Mr„ Eldon Karr Mr. Richard Jones Mr. Rodney McNeil Mr. Tim Beard, Secretary Mr. Wright called the meeting to order at 7:00 p.m. Mr. Karr moved approval of the agenda, Mr, McNeil seconded the motion which carried unanimously. PUBLIC HEARING REQUESTS 1. Variance requested by the Roanoke County Department of Economic Development of Section 30- 93- 13(E)3, of the Roanoke County Zoning Ordinance to reduce the required separation between freestanding signs from 250 feet to 72 feet. The purpose of this request is to allow an additional sign located at 6900 Peters Creek Road, Hollins Magisterial District. (CONT. FROM JANUARY 19) Mr.. Wright announced that the applicant officially withdrew this request by letter dated February 16, 2000. 2. Variance requested by Jerry Letterman of Section 30- 85- 19(A)1 . of the Roanoke County Zoning Ordinance to decrease the minimum required lot size from two (2) acres to 1.811 acres. The purpose of this request is to construct a mini - warehouse facility located at 4520 Barley Drive, Catawba Magisterial District. Mr, Letterman presented his request beginning with how he acquired the subject property. The applicant had been in the wood pallet construction and sales business prior to buying this parcel of land and checked with County staff to confirm that the 1 -2 Industrial zoning in place would permit this use on- site.. He also inquired about mini - warehouse operations and discovered that this use could be conducted if a Special Use Permit is approved. Mr, Letterman then stated that his primary pallet purchaser stopped buying the material at which point the petitioner attempted to apply for a mini - storage SUP, He then found out that the site he had acquired was slightly less in size than the minimum two acres necessary to make application for the Special Use Permit, Responding to a variety of questions from the Board, the petitioner explained that he plans to build and store pallets in the future, that he tried unsuccessfully to purchase additional property from adjoining landowners, that he bought the subject 1.811 acres not knowing about the minimum two -acre standard for mini - warehouse operations and that he might not have purchased the site had he known of this requirement beforehand. The difference between by -right 1 -2 district minimum lot sizes and the two -acre minimum standard for mini - warehouse use was also discussed. 2 Mr. Karr moved to approve the request based on the applicant's purchase of the property with the understanding that a mini - warehouse facility could be constructed following the acquisition of a Special Use Permit and based on the prohibition of any other use occurring on -site simultaneously with mini - warehouse construction or operation. Mr. Tones seconded the motion with the following vote: AYES: Karr, Jones, Wright, McNeil NAYS: None ABSENT: None Election of Officers The following officers were elected for the year: Rodney McNeil, Chairman; Eldon Karr, Vice Chairman; Tim Beard, Secretary; Terry Harrington, Alternate Secretary. January 19, 2000, Mr, Jones seconded the Board members requested that staff research the possibility that one alternate Board member could be appointed to serve in the absence of a regular Board member during a public hearing Staff advised that Eric Thomas has been appointed to complete the unexpired term of Herb Snyder representing the Vinton district and will be on -board for the March, 2000 meeting.
