CALL TO ORDER:
Mr. McNeil called the meeting to order at 6:15 p.m.
Approval of Agenda
Mr. Azar moved to approve the agenda. Motion passed 4-0.
Joint Meeting with the Board of Zoning Appeals
On April 22, 2008, the Board of Supervisors passed a resolution initiating an amendment to the
parking ordinance pertaining to recreational vehicles, boats, and trailers on corner lots. The
Planning Commission was asked to review the current ordinance and submit their
recommendation(s) for possible revisions. The Board of Zoning Appeals was invited to join the
work session to obtain its input.
Mr. Patriarca did a Power Point presentation showing possible options for parking a boat or
recreational vehicle on a corner lot and ordinances from other municipalities. There was
concern that a revision regarding boats and recreational vehicles would result in variance
requests for carports, garages, etc. They did not want a revision that would warrant the Zoning
Administrator's opinion on a case by case basis. It was also noted that a revision could cause
undue hardship on center lot owners. Size limits, quantity limits, screening options, and

separation of utility trailers were discussed. It was the general consensus that aesthetics was
the most important issue.
There was detailed discussion of each possible scenario; however, the commissioners and
board felt there was no option that would improve the current ordinance. They felt, unless a
better option was found, the ordinance should not be changed. A memo for the Board of
Supervisors will be composed by staff and presented for approval to the commission at their
next meeting.
Staff feels it would be easier to enforce this type of violation with civil penalties. Code
enforcement currently sends a certified letter to the property owner. If the violation is not
corrected within a specified period of time, the Police Department issues a summons to court.
Civil penalties would reduce the amount of court cases. To implement, the ordinance revision
would need to be approved by the Planning Commission and Board of Supervisors.
Hollins Area Plan Update
Ms. Cronise updated the Planning Commission on the progress of the Hollins Area Plan. She
distributed and reviewed results of the citizen survey. There was a return rate of approximately
13 %. A special meeting of the Planning Commission was set for Wednesday, July 2, 2008, at
9:00 a.m., for a walking tour of the study area and Hollins University.
Other Comments
The Board of Zoning Appeals will be invited to a work session to discuss changes of set backs
for renovation of older homes.
Ms. Cronise stated she continues to work with Mr. Mahoney on the Wolf Creek Development
legal matters.
With no further business or comments, Mr. McNeil adjourned the meeting at 8:21 p.m.
