Call to Order:
Mr. Jarrell called the meeting to order at &00 p.m.
A roval of Agenda
Mr. McNeil made a motion to approve the agenda,which passed 5-0.
Approval of Minutes
Ms. Hooker made a motion to approve December 5, 2011 minutes, which passed 5-0.
Anp-royal of Consent Agenda
Mr. Patriarca provided a brief overview regarding the Robert, W. Blank and Anna R,
Ferro petition, including the future land use designation, current zoning, and
surrounding zoning. He stated; the area has not developed as much as prcjec He
Muted since the property does not have a residence on it, a rezoning is required to an
agricultural district in order for the petitioner to build an accessory structure on the
parcel for agricultural uses. He discussed similar rezonlings within the county. He
reviewed site images, topography, and the exisfing property access, Mr. Jarrell inquiired
about the driveway. Mr. Patriarca explained the driveway is a permanent easement
which also leads to two additional properties. Mr. (Radford inquired about the site plan,
�Mr. Patriarce reviewed the site plan. Mr.. Jarrell inquired about the availability of utilities.
Mr. Patriarca, discussed this issue. Mr. Jarrell inquired about the petitioner applying for
a special use pen in (lieu of a, rezoning. Mr. Patriarca and Ms,, Cronise discussed this
issue with the commissioners that the proposed use is not eligible for a special use
permft.
Ms, Cionise provlded a brief review of the proposed revisions to the Emergency
Communications Overlay District, Mr. McNeil inquired about the building regulations in
this district. Ms. Cionise, Mr, Obenshain, and Mr, Patriarca discussed this issue. Ms.

Hooker suggested reviewing overlay district issues on regular basis. Mr. Obenshain
briefly discussed the maps,
Mr. Peters made a motion to approve the consent agenda, which passed 5-0.
Election of Officers
Ms. Cronise opened the floor for nominations of chairman for the 2012 calendar year.
Ms. Hooker nominated Mr. Radford. No other nominations were received and the
commission unanimously voted for Mr. Radford as chairman for 2012.
Ms. Cronise opened the floor for nominations of vice-chairman for the 2012 calendar
year. Ms. McNeil nominated Mr. Peters. No other nominations were received and the
commission unanimously voted for Mr. Peters as vice-chairman for 2012.
Peters Creek /Hollins Community Plan
Mr. Patriarca provided a PowerPoint presentation regarding the proposed Peters
Creek/Hollins Community Plan, including future land use and zoning designations. He
reviewed maps illustrating the proposed changes.
He requested input from the commissioners regarding proposed changes to future land
use maps for property near Carlos Drive. The commissioners and staff discussed that
zoning designations would remain the same while the future land use designations may
change in those same areas. They discussed transitional areas. Ms. Hooker requested
more information regarding the history of neighborhoods which would be near industrial
or transitional areas. The consensus of the commission was to carefully consider pros
and cons when researching changing industrial future land use areas. Mr. Patriarca
suggested less intense industry may be preferred in this area, Ms. Cronise suggested
campus type development. Mr. Patriarca suggested including verbiage in the definition
of industrial designations to include restrictions if the property is adjacent to residential
areas. Ms. Hooker discussed the need to offer more protection to residential areas.
Mr. Peters suggested using more buffering in this type of situation. Mr. Radford stated
the consensus of the commission is to leave the future land use designation the same in
this area.
Mr. Patriarca requested input regarding the Bradshaw properties, He reviewed the
zoning and the development future land use designation in this area and proposed
principal industrial future land use on Bradshaw Road. Mr. Jarrell suggested using
some of the property as small industrial park with a buffer. Ms. Hooker concurred. Mr.
Radford stated this type of use would be an appropriate use since residential
development is down at this time. After a brief discussion the commission's general
consensus was to change the future land use to principal industrial on a portion of the
property in this area.
The commission also agreed to leave the principal industrial future land use designation
the same in the Shadwell area.

Mr. Patriarca and the commissioners discussed the Hollins Road area, including
reviewing the current future land use of the area. The commission discussed leaving
the existing homes as neighborhood conservation but changing the southern parcels
that are mostly undeveloped to principal industrial.
They discussed possible development of the Brookside area. Mr. Jarrell requested that
they review the current flood map in this area.
Mr. Patriarca then discussed the Burlington Drive area, noting the future land use
should be transitional including mixed uses and commercial zoning. Mr. Jarrell
expressed concern regarding guardrails in the area. Ms. Cronise discussed this issue.
The consensus of the Planning Commission was to change this area to transition.
Mr. Patriarca discussed the Woodhaven Road area future land use and zoning
designations, noting some designations may need to be changed to principal industrial.
The planning commission concurred. He then reviewed the area near Cove Road and
Peters Creek Road, suggesting changing this area to core. Mr. Jarrell expressed
concern regarding development being too close to residential areas. The
commissioners concurred to change designation to core. Mr. Patriarca discussed
Green Ridge Road area, noting most property would be better suited for single family
home development. Mr. Radford inquired about water and sewer availability. Ms.
Cronise discussed this issue. Mr. Patriarca suggested that this area have a
development designation. The commissioners concurred. Mr. Patriarca discussed the
area between Green Ridge Road and 1-81. The commissioners discussed changing the
future land use designation to development or possibly to transition. Mr. Patriarca
reviewed the Cove Road area and the commissioners concurred that the designation
should be changed to development.
Electronic Signage Update
Ms. Cronise and the commissioners discussed the need for regulations regarding
electronic signage. The commissioners unanimously agreed regulations are needed.
Ms. Cronise and the commissioners discussed issues needing regulation, including
speed of message, location and size of signage, and type of images allowed on
signage. Ms. Cronise stated staff will incorporate input received from the commission to
create proposed regulations for further discussion with the commission.
Other Comments
Ms. Hooker and the commissioners expressed appreciation to Mr. Jarrell for his service
as chairman of the Planning Commission.
Ms. Cronise stated the Board of Supervisors will hold a public hearing regarding the
Glenvar Community Plan on January 24, 2012,
With no further business or comments, Mr. Radford adjourned the meeting at 7:28 p.m.
