Work Session:
Mr. Radford called the work session to order at 4: t1 p.m.
Approval, of, Agenda
Mr, Peters made a motion to approve the agenda, which passed 54
AWroval of Minutes
Ms, Hooker made a motion to approve the minutes of January '17, 2012„ which passed
5-0,
Approval of Consent Agenda
Mr. Thompson briefly discussed the purpose of the ad6tional request made by the
Western Virginia Water Authority for placement of an antenna on the water tank, noting
they would have the capability to read meters from both the water tank and broadca,st
tower locations.
Ms. M'icklow provided a PowerPoint presentation regarding the pot ' ition of Western
Virginia Water Authority requesting a water tank and antenna, which included aerial
views, surrounding zoning, and the concept plan. She compared the current tank size
and the proposed tank size, including buff ering and visibility of the proposed tank, Mr.
Jarrell and Mr. Radford both noted that improved water availability Would be beneficial
for the surrounding area, Mr. Patriarca stated he has recelved complaints regarding

water pressure from Montclair Estates resldents. Mr. Marrano inquired about specific
problems residents have had. Mr, Patriarca discussed this issue. Ms. M[ckiow stated a
Community Meeting will be held on 'Thursday, February 23, 2012, at 6:30 p.m. at
Northside Middle School regarding this petition, Mr. Marrano inquired if a light would
be required on the tower. Mr. Murphy stated the petitioner is contacting the Roanoke
Regional Airport Commission to inquire about this issue,
Ms. Matti all briefly reviewed the petition of the Western Virginia Water Authority
requesting a broadcast tower, noon gi the balloon test will be conducted on the night of
the public hearing, She stated the tower will be visible above the tree line. She stated
a Community Meeting will be conducted on February 15, 20 2, at 630 V,m, at Bongack
Elementary School. Staff and the commissioners, discussed the best locations to view
the b0oon test. Mr', Murphy discussed collocation of antennas in the valley,, noting
collocation is not available at the proposed site.
Ms. Hooker made a, motion to approve the consent agenda, which passed 5-0,

Mr. Radford and the other commissioners welcomed Mr. Marrano to the Planning
Commission,
Mr. Thompson and the commissioners discussed the site visits for both Western
Virginia Water Authority petitions. He briefly discussed the April 3, p1 2 petition
submitted by Old Heritage Corporafion, Mr. Obenshain discussed the purpose of the
proposed Emergency COMMUnications Overlay,
With no further comments, Mr. Radford adjourned the work session at 4:16 p.m. for site
viewing.
EVENING gESSION
Mr. Radford celled the Public Hearing to order at 7:00 p.m. He gave the invocation and
led the pledge of allegiance,
1. The petition of Robert 'W, Bl'anik, and Anna R.. Ferro to rezone approximratOy
12Y23 acres from RA Low Density Residential, District to AR,
AUrICUItUral/Residential, District, located near the 7500 Block of Mount Cilhestnut
Road, Windsor Hills Mlagisteriall District, Mr, Patriarca discussed the history of
the property, noting the property was zoned agricultural prior to 19191, He
explained that the property is landlocked with a right-of-way lea,diinig to adjacent
properties,, nothig development l,n this area has not been as intensive as
projected. He discussed similar rezoniings within the aunty, noting the future
land use of 'this area is rural village, He explained that the purpose of the
petitioner's request is to construct an enclosure to store equipment used to
maintain the property, He stated access to the li is steeply sloped making
transporting of rnDwing equipment onto the property difficult.

Mr. Radford inquired abOUt, nearby properties which have been; dowriztined. Mr,
Patriarca discussed this issuie,
Mr. Peters asked the petitioner 'f they have . ve plans to builld a home on the
property, Mr. Robert. flank stated currently they have no plans to build a
residence on the property but may in the future. Ms. Hooker noted if a house
was built on the property in the future it would still be an appropriate to have the
proposed barn. Mir. Radford inquired abotIt proffered conditions, Pdr. Patriairca
discussed this issue., Mr. Blank explained that he currently brings his mowing
equipment to the property on atrailer. Ms. Hooker inquired if the petitioner plans
to have animals on the property. Mr. BlanR stated he does riot plan to have
animals on the property other than his current dogs.
Mr. Radford opened the public hearing for public commient,
With no citizens requesting to speak, Mir. Radford closed the public hearing,
Ms. Hooker and Mr. JarreH stated they would support the petition,, mr. Marrano
inquired if it was in compliance with the Comprehensive Plan. Mr. Patriarca
discussed this issue,
Mr. Radford made a motion to recommend approval of the rezoning,
Mr. Thompson called the rail and the rnotiion passed (5-0) with the following vote:

2. Proposed amendments to the Roanoke County Zoning Ordinance, The
proposed amendments to Section 3D-73 ECO Emergency COMMUnileations
Overlay District woul& add paging sites, and their 100-foot buffer as Well as, a
buffer for line of sight systems, as emergency communication zones„ revise, the
Roanoke ounty Emergency Communications Zoning Map to reflect the
County's current emergency communications systems; and revise the
department responsible for reviewing building permAs, in an emergency
communication zone and rovise the department designation in the appeal
section, Mr- John Murphy introduced Mr, Rodney Thompson, Conji
Coordinator. Mr. Miurphy provided a history of the county ernergency
communication system, including the location of towers, protection of microwave
paths, updated technology, and the addition, of the new Roanoke County Public
Safety Building, He discussed overlay map illustrating area coverage, noting
Roanake County woo uld be workiIrgi in tandem wAh the Roanoke City for improved
coverage.
Mir. Marrano inquired about the purpose of the overlay'. Mr. Murphy explained
that it gives the county , the altiflity to review alil requests in the designated areas

Final Orders
1, Proposed amendment to the. Roanoke County Corn prehensive Plan. The
proposed amendirrient would Incorporate the Glenvar Community Plan into
the Roanoke County Comprehensive 11?l an was approved by the Board of
Supervisors at a Public Hearing by the Boar'd Of Supervisors on January 24,
2012.
Citi zen Comments
Mr, Dale Sheets, 2656 Willlowlawn Street, discussed the property being developed
across Mudfick Creek from his residence, noting the developer is storing construction
equlipment on the property, He also expressed concern regarding storm water
management issues due to the development.
With no other citizens requesting to speak, Mir. Radford closed the citizen cornmenot
period,
