McCoy, Recording Secretary Call to Order: Mr. Radford called the meeting to order at 6:02 p.m. A2proval of,Aganida Mr, Jarrell made a motion to approve the agenda, which passed 5-0, Zoning Ordinance Amendments Mr, Thompson provided a brief history of electronic signage, including general categories, and media content, Ms,. Wood stated aesthetics, location, and spacing of signs will also need to be considered. She discussed structure requirements, including pole Signs, signage which, is attached or detached from the buildings, and the replacement and repair of current signs, She discussed various signage size options and whether or not to include signage borders. She discussed the duration of each message, noting eight second messages are recommended by the sign industry, Mr. Marrano inquired about VIDOT standards. Ms. Wood stated VIDOT recommends between your and ten second message intervals,, She stated restrictions could be applied to brightness, hOUrS of operation, and color of message, She stated electronic si�gnagle could assist in diminishing amount of temporary signs since the electronio message is changeable, She stated photometric plans would be required duiring the site plan process to prevent glaire to surroundings areas. Mr, Thompson suggested touring various sites which currently have electronic signage displays. He suggested touring these areas, at night prior to establishing regulations, He also suggested inviting the sign industry to attend a work session in order to receive their iinput. He provided a tentative timeline fbr the proposed amendments. Mr, Marrano inquired if electronic signage is currently addressed in the zoning ordinance. The consensus of the commission is to make site visits to view electronic signage. Mr. Thompson reviewed the survey from December 2011 regarding residential poultry, including maps and lot sizes. He discussed the size of lots indicated on the maps and available open space. He stated the commission will need to consider by-right locations and locations which may be able to apply for a special use permit in order to have residential poultry. He reviewed Roanoke City's requirements for by-right use, suggesting the commissioners view some of these locations. He also discussed agricultural requirements for poultry. Mr. Radford noted some homeowners' associations (HOA) limit this type of use. Mr. Thompson stated that Roanoke County does not enforce HOA's covenants and that some subdivision covenants expire over time. He stated the proposed amendments will apply to all residential zoned areas. Mr. Marrano noted waste removal will be an important issue. Mr. Thompson stated standards and regulations regarding this issue will need to be established. Mr. Peters inquired about current restrictions regarding this use in residential areas. Mr. Thompson reiterated it is not allowed in residential areas in Roanoke County. Mr. Marrano inquired about Roanoke City's ordinance regulations. Mr. Thompson discussed this issue. Mr. Murphy noted Roanoke City allows roosters. Mr. Thompson discussed areas in Roanoke City which currently have residential poultry coops. He also noted the city requires that the property owner acquire a zoning permit for this use. Mr. Jarrell suggested requiring a minimum setback for the coop. Ms. Cronise stated that Roanoke City has a minimum setback from the nearest structure. Ms. Hooker suggested requiring a special use permit based on an acreage restriction. Mr. Thompson discussed the timeline when the commission will visit various residential poultry areas. Ms. Thompson discussed the Gateway Corridor Overlay Districts (GOOD). He stated the overlay regulations would apply more restrictions to the corridor for commercial and industrial development. He stated restrictions will apply to all parcels in the overlay district, including new construction and correcting some development issues over time. He stated certain uses may require restrictions to enhance aesthetics, including lighting, landscaping, and some building design. He stated other prohibited types of development issues will also be addressed in the overlay restrictions. He stated part of the GOOD will include minimum and maximum setbacks and design guidelines. Mr. Marrano inquired if the 'Main Street' style is desired. Mr. Thompson affirmed part of the overlay's purpose is to create a neighborhood feel and connectivity of the area. Ms. Hooker noted it would be beneficial to all areas. Ms. Cronise and Mr. Thompson discussed that the overlay would create more of a pedestrian environment. Mr. Thompson discussed lighting and signage styles. Ms. Cronise discussed proposed matching grant programs. Mr. Thompson stated the first corridor project would be Plantation Road. He discussed the process and proposed aesthetic improvements to the area. He suggested the commission look at the plan beginning with the site visit to site plan review. Mr. Thompson discussed the proposed availability of matching grants and revenue sharing. He also reviewed the proposed timeline. Mr. Marrano inquired how much, area is considered gateway area, Ms. Cronin e discussed this issue. Other CoMments Mr, Thompson noted that Ms. Cronise has suggested and implemented placing now petitions on the website after application filing deadline, He reviewed the April 3, 201Z application Old HerRaige Corporation, noting a Community Meeting will be held at 630' p,m. on Mar 8, 2012, in the Roanoke County Board of Supervisors meeting room,. Mr. Thompson briefly discussed the Western Virginia Water Authority Broadcast Tower petition, noting the tower will allow the WVWA 'to take four readings per day off -site. Mr. Marrano noted it will allow a water leak to be detected more, quickly,, Mr. Thompson also stated billing will be more accurate and efficient. Mr. Thompson provided an Update on a joint meeting held between Roanoke City and Roanoke County staff members to discuss larger projects in the area.
