She stated they expect to expand boundaries of the commercial matching grant prograrn, including updating the design standards of Route 11/46D area and the Hollins Gateway, She discussed developing Gateway Overlay Districts beginning with the Planta,tioni, Road area and the Glenvar area. Mr. Marrano inquired about the length of the Rantation Road corridor, Ms. Gronis,e discussed this issue. Ms. Cronise stated construction started on April 6, 2012, on the Greenway at HoIllins University near Tinker Creek, She reviewed the map noting Brian Epperley has assisted in the design of this portion of the greenway inCbd'lnq a, parki'ng area. Mr, Thompson and Ms. Cronise discussed: funding 'issues, Mr, Mahoney discussed legal negotiations and solutions regarding public access to this area. Mr. Jarrell inquired about the proposed bridge, Ms. Gronise discussed this issue. gs� RGANORE COUNTY PLANNING COMMISSION MINUTES APRIL'17,2012 Ms. Cronise reviewed the Maintenarce Programs which would ensure the landscaping and streetscape improvements, She provided a brief history of the Williamson it oad/PJantation area, rooting the Board! of Supervisor passed a ResolOon of Endorsement as a requirement for the VD OT Comprehensive Roadside Management Program. She stated the Wflliamson Road Area Business Association (WRABA) and the Friendship Retirement Community have made funding maintenance offers for portions of these areas, She also noted that Neely's Accounting Service, Inc,, would Ue to sponsor the landscaped rnedian, near Dexter Road. Staff wit! encourage other local businesses to sponsor landscaping for other portions of this area, Mr, Thompson stated the same type of program is being implemented in Vint on, noting Ms. Patti all is working on the Vinton Business, Center. Ms, Cronise stated the sarne type of program is pianned for G[envar, M's, Cronise reviewed the site map, discussing proposed Plantation Road pedestrian and bicycle accommodations connectivity between; facilities, Improved streetscapes, and mass transit opportunities. She briefly reviewed funding: history for these programs, Ms. Cronise discussed the proposed, Plantation Road Corridor Study. She reviewed statistics including traffic counts, traffic speeds,, and vehicle accidents., She stated the study includes 'the area near Plantation Road and Interstate 81, The Commissioners and staff discussed areas which may warrant traffic lights. Mr. Thompson also noted traffic light sequence is an important issue Commissioners and staff agreed Lita Drive, Interstate 81 Southbound, and Walrond lDrive are areas of concern. Ms, Cronise discussed types of Short-Term recommendations including traffic sJgrials, crosswalks with striping, and signage. She discus,sed various types of signaling including RRFB and HAWK signals- Ms. Cronise discussed Mid-Term recommendations which include constructing shared-use paths, Sidewalks, and! realignment of business entrance* to enhance connectivity on Plantation Road, She stated Long-Term recommendations would be installation of traffic! signals with pedestrian signalization and crosswalks, considering a Park and Fide location near the northern end of the corridor, and studying speed limit issues in this area, Ms. Cronise discussed Lila Drive Status, noting although a traffic signal is currently warranted, the road MUst be public to obtain financial assistance from 'CS T. She stated County staff is currently dasi gning conceptual layout for consideration by the Huffman family. Ms. Cromse discussed', proposed Outreach for assistance to public organizations, such as WRABA, Hollins University, Roanoke County Econcmu c Development, Green rays staff, and VDOT, Staff and Commissioners discussed various methods to inform and involve the public, Including various web ices and e-newsletters, Mr. Thompson stated that the Plantation Road Streetscape Improvements project has previously requested funding from the CIli (Capitai Irnprovement Plan), He stated staff will bring additional information to the Commission as the p[ans are developed, ZZ3= ROANOKE COUNTY PLANNING COMMISSION MINUTES APRIL 17, 2012 Mr. Jarrell inquired about water availability to the proposed Community School expansion. He stated it may be cost prohibitive to bring water pipes across the road in order to meet current fireflow standards. Staff and Commissioners discussed this issue. Transportation Projects Mr. Holladay provided a PowerPoint presentation regarding the Transportation Projects Update. He noted the drastic decrease in funding within the last four years. Mr. Thompson discussed the economic reasons for the decrease. He stated most funding is not within local control. Mr. Holladay reviewed the funding which is available. He discussed the six prioritized projects which include: Colonial Avenue, Cotton Hill Road, Catawba Creek Road, Rocky Road, and McVittty Road, and Old Cave Spring Lane. He provided the current status for each of the six roads. He stated Cotton Hill Road will have wide travel lanes which can serve as bike lanes. He stated this property is tied to parkway land. He noted the McVitty Road acquisition is underway. Mr. Thompson discussed the funding decrease of McVitty Road and Old Cave Spring Road over the next six years. He discussed Federal Funds are available if granted. Mr. Mahoney discussed other massive state projects which require large amounts of the state funding. Mr. Thompson stated Hampton Roads developed a Transportation Authority to prioritize projects. Mr. Holladay and Mr. Thompson discussed that due to funding cuts, many roadways are now being covered with tar and gravel or slurry seal instead of asphalt. Mr. Holladay discussed the bridge replacement on Catawba Creek Road which leads to the Catawba Treatment Center. He discussed the Revenue Sharing Program for funding of areas immediately needing improvement. Mr. Thompson and Mr. Holladay discussed the current funding process and reductions in funding, including supplemental funding, funding for new projects, new hard surfacing, and new roadway construction. Ms. Hooker inquired about the condition of Wildwood Road. Mr. Holladay discussed this issue. Mr. Holladay also discussed the drainage projects which are also on the Revenue Sharing Projects List, including Kenwick Trail, Belle Meade Drive, and Merriman Road. He stated Rural Addition Projects will need to be requested through Board of Supervisors through a Resolution. Staff and Commissioners reviewed the list of potential projects when funding becomes available. Other Comments Mr. Thompson and the Commissioners discussed making a site visit on May 1, 2012 to the small wind energy system located on Wade Road. They also discussed making a site visit to view residential poultry on May 15, 2012. Mr. Thompson stated he will arrange these site visits. He briefly discussed the June 5, 2012, petition made by Blue Ridge Bread, Inc. (Panera), noting they have requested a drive-thru aisle. Mr. Thompson, staff, and the Comrnissioners diSCUssed the meeting time for site visits to view small wind energy systems and residential poultry., Ms, Cronise provided a brief overview of the Did Heritage Corporation petition, noting staff and VIDOT are waiting to recelve the petitioner's revised traffic impact analysis, Ms. Hooker announced she has a, previous engagement and will not be attending the May 15, 2012, Planning Commission Work Session.
