Radford called the work session to order at 4::00 p.rn Aplaroyal of Agenda Mr. Peters made a motion to approve the agendb, which passed 4-0i. Aporoval of Minutes Mr. Peters made a motion, to approve the amended minutes of May 1, 2012, and May 15, 2012, which passed 4-0. IMir, Radford requested more information regarding zoning, M'f'r. Murphy discussed this issue. Mr. Thompson stated underground parking is planned for port ' lons of the development. Mr, Marrano expressed concern regarding increased storrawater ironoff for Elm View Estates, existing cemeteries, and the church located near the site. Mr. Holladay discussed coordinating a joint worksession with the Roanoke City Planning Commission, which would include a tour of the Catawba Sustainability Center. The general consensus of the group for this meeting was August 2, 2012, beginning at 3:30 p.m. He stated Mr. Chris Chittum, Roanoke City, was agreeable with this date. With no further comments, Mr. Radford adjourned the work session at 4:21 p.m. for site viewing. EVENING SESSION Mr. Radford called the Public Hearing to order at 7:00 p.m. Mr. Radford gave the invocation and led the pledge of allegiance. The petition of Blue Ridge Bread, Inc. (Panera) to obtain a Special Use Permit in a C-2, General Commercial, District for the operation of a drive-in and fast food restaurant on 1.02 acres, located at 4202 Electric Road, Cave Spring Magisterial District. Ms. Wood presented the staff report including drive-thru use and design standards. She also discussed topography, landscaping, and parking standards. Mr. Marrano inquired about directional signage to control flow of traffic. Ms. Wood discussed this issue regarding signage and pavement marking. Mr. Peter Davis, Blue Ridge Bread, Inc., discussed some of the advantages of having the drive-thru which include increasing business from parents with children, the elderly population, and daytime professionals. Mr. Marrano inquired about the drive-thru menu. Mr. Davis stated the full menu would be offered from the drive-thru. He stated they currently have a Panera Restaurant with a drive-thru in Christiansburg, noting that it has been successful. He discussed the speed of service of Panera's other drive-thru restaurants. Mr. Radford inquired about stacking of vehicles at the nearby traffic light. He also discussed the difficulty of large trucks turning into the entrance. Mr. Clay Hodges, Altizer, Hodges & Varney, Inc., discussed the turning radius of the Electric Road and Ogden Road entrances. Mr. Marrano inquired about barrier restrictions. Mr. Hodges stated the restaurant will have barriers for height but not for length of vehicles. Mr. Thompson discussed current and proposed traffic patterns. Mr. Radford inquired about the existing ladder behind the building. Mr. Hodges stated the ladder will remain behind the building. Mr. Radford inquired if the existing curb and gutter near the bank would be pushed out. Mr. Hodges affirmed it would be pushed out 10 feet. Mr. Marrano inquired about the location of the dumpster. Mr. Hodges stated the dumpster would remain in its current location. Ms. Wood stated the petitioner would be restricted to the type and size of signage. Mr. Hodges stated he will work with staff to comply with signage regulations. Mr. Radford inquired about overflow parking. Mr. Davis stated they have always had a great working relationship with Tanglewood Mall. He noted the drive-thru may possibly decrease any need for additional parking. Mr. Marrano discussed the importance of being safety conscious, noting it is a good plan. Ms. Hooker concurred that it is a good plan. Mr. Radford opened the public hearing for public comment. With no citizens requesting to speak, Mr. Radford closed the public hearing. Mr. Marrano made a motion to recommend approval of the special use permit with the following condition: The site shall be developed in substantial conformity with the Preliminary Site Layout plan entitled "Blue Ridge Bread, LLC. (Panera) 4202 Electric Road" dated March 27, 2012 revised April 24, 2012 and May 5, 2012 and prepared by Altizer, Hodges & Varney, Inc. Mr. Thompson called the roll and the motion passed (4-0) with the following vote: AYES: Hooker, Marrano, Peters, Radford NAYES: None ABSTAIN: None Mr. Thompson inquired about Panera's timeline for construction of the drive-thru. Mr. Hodges stated if approved, they plan to begin construction in late summer. Final Orders 1. The petition of the Western Virginia Water Authority to obtain a Special Use Permit for a major utility service in an R-1, Low Density Residential, District. The major utility service involves the construction of a standpipe water tank approximately 102 feet in height with a 10-foot antenna on 0.51 acre, located at 4968 Northridge Lane, Catawba Magisterial District was denied by the Board of Supervisors at a Public Hearing on March 27, 2012. 2. The petition of the Western Virginia Water Authority to obtain a Special Use Permit for a broadcasting tower approximately 120 feet in height in an AG-3, Agricultural/Rural Preserve, District on 0.121 acre, located at 2857 Summit Ridge Road, Hollins Magisterial District was withdrawn by the petitioner at the Board of Supervisors Public Hearing on April 24, 2012. Citizen Comments With no citizens requesting to speak, Mr. Radford closed the citizen comment period. Page 3 of 4 JUNE 5, 2012 Commissioners'and Staff Comment Mr. Thompson stated he and Mr., David Holladay will be attending a legal seminar regarding the requirements of 6-year road projects. He discussed the State law re this issue lAi will go into effect July 1, 2012, He stated it will be incorporated into the Comprehensive Plan. Mr. Marrano inquired about funding issues.
