Mr. Philip Thompson, Secretary Mr. Paul Mahone ,, COU nty Attorney Ms. Ruth Ulen Kuihnel, Assistant County Attorney Ms, Megan Cronise Ms. Amanda Micklow Ms. Susan McCoy, Recording Secretary Call to Order: Mr. Peters called the meeting to order at 64,00 p.m. Approval of Agenida,, Mr. Jarrell, made a motion to approve the iagenda, which passed 3-1 Residential Ch,ickens Mr. Thompson provided a PowerPoint presentation reviewing various sites the Commissioners had visited, including Academy Street, Michigan Avenue, and Greenfield Street, He stated Academy Street had a portable coop which could be moved around the yard to assist with fertilizing the yard. He stated there was minirrial noise or odor. He stated on Michigan Street the owner had installed a privacy fence, netting over the area to keep out predators, and a, pen around the garden made of chicken wire. Mr. Marrano noted that chickens naturally control the bugs in the garden. Mr. Thompson stated the chicken coop stays in one spot. He stated the coop on Greenfield Street was attached to the back of shed for the owner to store compost. He stated there was a slight, odor at this site probably duce to the rainy weather. He said other animals in the neighborhiood ruade rn,are noise than the chickens. He stated: the chickens are, treated mare like pets. Mr. Thompson, T. Mahoney, Sgt. Tim Pratt, W l' r. Murphy, and Ms,. Micklow reviewed and discussed the proposed zoning ordinance regarding chickens. Mr. Thompson stated Roanoke! Animal Control will enforce the Animal andl Fowl portion of the Ams� ROANOKE COUNTY PLANNING COMMISSION MINUTES JUNE 19, 2012 standards and Planning and Zoning will enforce the Zoning Ordinance Portion including permitting and setback issues. Mr. Thompson stated that the owner of the chickens will be required to attain a zoning permit from Roanoke County. He discussed verbiage which will be added to the restrictions listed on the permit. Staff and the Commissioners discussed whether to charge a fee for the permit. Mr. Peters reiterated that the dogs and birds outside created more noise than the chickens. Mr. Marrano stated odor was not an issue at the locations they visited. Mr. Mahoney discussed meshing the two sections of the code in order to be thorough for enforcement purposes. Mr. Thompson explained that the keeping of chickens would be a by-right use only if it was accessory to the primary house. Mr. Thompson discussed the timeline of the amendments to the Roanoke County Code, noting it will be on the Commission's consent agenda on July 3, 2012, and will go to public hearing on August 7, 2012. Mr. Jarrell inquired about the history of the ordinance. Mr. Mahoney discussed this issue. The general consensus of the Commissioners was to move forward with the amendment process. Electronic signage Mr. Thompson provided the Commissioners photos of digital signage. He provided a summary of the comments provide by the Commission including their preference for black background and red or amber letters for the signage. Mr. Marrano inquired about existing signage. Mr. Thompson stated existing signs would be grandfathered and will be allowed. Mr. Peters stated the white background and flashing signs are distracting. Mr. Jarrell stated signs with red backgrounds are also distracting especially at night. Mr. Marrano stated he prefers monument style signage instead of monopole style. The Commissioners generally agreed on their preferences of electronic signage. Gateway Corridor Overlay District Ms. Cronise provided a PowerPoint presentation regarding the proposed zoning ordinance amendments regarding Gateway Corridor Overlay District (GCOD) for Plantation Road. She discussed the applicability of the amendment, noting the plan is designed for new construction or substantial renovation and without impact to resident uses. She reviewed maps of both future land use and zoning designations. She reviewed the proposed boundary map of the corridor, including residential, commercial, and industrial areas. She and the Commissioners discussed potentially developable and redevelopable properties in the area. She discussed both the Hollins Area Plan goals and GCOD goals, including expanding by-right uses in the area. She discussed current uses and proposed uses. Mr. Thompson and the Commissioners suggested removing public parks from the proposed use list. Mr. Marrano requested more information regarding trails which would allow crossing Interstate 81. Ms. Cronise discussed this issue. Page 2 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES JUNE 19, 2012 Ms. Cronise reviewed both prohibited uses and uses which would require a special use permit, allowing better control of development in the area. She noted some types of development cannot be prohibited. Mr. Mahoney discussed this issue. Mr. Thompson stated regulations would allow the County better aesthetic control. Mr. Jarrell discussed the importance of the visibility of each site. Mr. Thompson and Ms. Cronise stated the overlay regulations could require a special use permit for any deviation a developer wants to make from the overlay regulations, including establishing historical districts. Ms. Cronise discussed Plantation Road updates, including an enhancement funding award, Williamson Road/Plantation Road landscaping and signage, revenue sharing, and completion of the Plantation Road Corridor Study. She reviewed the GCOD development potential. Mr. Mahoney discussed the Huffman Park which is a large private parcel. Staff and Commissioners discussed the need to have the infrastructure in place for development, including water and sewer availability. Mr. Thompson stated this will also be an issue for the Hollins Design Guidelines. Ms. Cronise reviewed proposed prohibited uses in residential areas, noting residential use properties will become non-conforming properties and no new residential structures or changes to existing residential structures will be allowed. Mr. Thompson and Mr. Mahoney discussed this issue. Ms. Cronise discussed the proposed GCOD regulations which will include required setbacks, parking and circulation, inter-parcel connectivity, streetscapes, lighting, and signage. Mr. Thompson discussed the Comprehensive Roadside Maintenance Program. Ms. Cronise stated various businesses within the private sector have agreed to maintain landscaping in compliance with VDOT regulations. She stated the responsible company will be allowed to place a sign noting the company name which is maintaining the area. She also stated this type of agreement is also being conducted along Peters Creek Road. She stated some areas are being taken over by corporate grants. Mr. Jarrell inquired about signage for recognition of the maintenance. Ms. Cronise discussed this issue. She stated it is favorable publicity for the business especially in high traffic areas. Other Comments Mr. Marrano stated he is currently enrolled in the Planning Commissioner Certification Program. Mr. Jarrell stated he is pleased the Planning Commission is being proactive on Plantation Road and other areas. Mr. Thompson thanked Ms. Cronise for her time and continued hard work on the project. Mr. Thompson stated both Mr. Marrano and Ms. Hooker have been reappointed to the Roanoke County Planning Commission until June 30, 2016. Mr. Jarrell made a motion to cancel the July 17, 2012 Planning Commission Work Session, which was approved unanimously.
