McCoy, Recording Secretary Call to Order: Mr. Radford cali the meeting to order at UO p ftproval1_9111' Aqenda Ms. Hooker made a motion to rove the agenda, which passed 5-0, Ap,proyal of Minutes Mr, Jarreli made a motion to approve the minutes of August 7, 201'2, which passed 4-0- 1, with Ms, Hooker abstaining, and the minutes of August 21, 2012, , which passed 5-0, Ap .provat of Consent Agenda Mr. Patriarea provided a PowerPoint presentation regarding the petition, for Arlene Coletrane-Simmons, noting she has snot received and complaints frorn neighbors during the 17 years she has been in operation, He stated she is licensed by the state to operater her daycare with a maximum of 12 children, Ms. Hooker inqUired about the need for a special use permit, Mr, Ratriarca explained that the state now requires zoning compliance prior to exIisting state perm fts being renewed., He discussed reasons for non-compliance, noting she was, unaware of the change. Mr. Jarrell inquired about other dayeares, within the County, Mr. Patirlarca dlscussedthjs issue, stating other dayeare owners will also need to comply. Mr, Marrano inquired about the safety standards. Mr. Patriarca noted her facility has been inspected and certified by the state. Mr. Thompson and Ms, Wood discussed special use permit applications previously submitted by daycare owners, Ms, Hooker noted many babysitting services exist of which the County is unaware. Mr. Marrano inquired about: business license requirements and possible triggers to assist with enforcement of zoning: compliance, lm� ROANOKE COUNTY PLANNING COMMISSION MINUTES SEPTEMBER 18, 2012 Ms. Kuhnel discussed this issue, noting that the regulation applies to the care of five or more children. Mr. Patriarca discussed current zoning, landuse, and location of the property. Mr. Thompson discussed the notice to adjacent property owners. Mr. Patriarca discussed the petitioner's architectural assessment and change of use assessment. He discussed the changes made to the property which were recommended by the architect. He reviewed site images including screening and buffering, the fenced play area, and the separate entrance for the daycare. He stated the petitioner is licensed to care for 12 children. Both staff and Commissioners discussed possible conditions. Ms. Hooker and the other Commissioners requested a site visit. Mr. Marrano inquired about business license categories. Mr. Thompson discussed this issue, Ms. Wood noted human care facilities are not controlled by the County. Mr. Jarrell inquired about the length of time the special use permit would apply if the owner moved from the house. Mr. Patriarca discussed this issue. Mr. Radford reiterated the need for the Commissioners to visit the site. Mr. Thompson discussed the issue. Mr. Peters made a motion to approve the consent agenda, which passed 5-0. Penn Forest Boulevard/Colonial Avenue Roundabout Landscaping Proiect Ms. Cronise discussed the VDOT Comprehensive Roadside Management Program. Mr. Thompson and Ms. Cronise stated they are currently looking for other businesses to sponsor various areas to assist with funding. Ms. Cronise provided a PowerPoint presentation including pictures of the roundabout at Penn Forest Boulevard/Colonial Avenue. She provided a brief history of the roundabout, noting approximately 15,000 vehicle trips are made through this location per day. She reviewed the roundabout landscaping proposal by T. J. S. Enterprises, Inc., as well as a projected timeline for the project. Ms. Hooker asked about appropriate planting times to insure viability of the plantings. Ms. Cronise discussed this issue. Mr. Radford inquired about signage. Mr. Thompson and Ms. Cronise discussed this issue. Ms. Cronise requested that the Commissioners notify staff if they know of other businesses which would like to sponsor a site. She reviewed various sites which would benefit both the business and the County if sponsored. She discussed various options the sponsor would have for landscaping maintenance. Mr. Jarrell stated Lynchburg has implemented this type of program. Ms. Cronise reiterated that many location options are currently available. Gatewav Corridor Overlay District Ms. Cronise provided a PowerPoint presentation regarding the overlay district for the Plantation Road area. She compared Hollins Area Goals and Gateway Corridor Overlay District Goals (GCOD), noting the importance of tourism and larger businesses in the area, Mr. Thompson noted there are three components which include the extent of the district, permitted uses, and design standards. He stated the overlay would make area standards more stringent. Ms. Cronise discussed GCOD maps with the Commissioners, pointing out houses and vacant lots which front Plantation Road. She discussed proposed limitations such as certain uses which would need to be 500 feet from edge of the right of way in order to not be visible from Plantation Road. Mr. Thompson and the Commissioners discussed having the Plantation Road Gateway Corridor start near Gander Mountain Way to Williamson Road. He stated the Williamson Road may have other design standards. The Commissioners and staff discussed various options for restrictions. Mr. Thompson and Ms. Wood discussed the zoning designations in the area. The Commissioners and staff discussed proposed boundaries of the overlay district. Mr. Peters inquired about future land use of the area. Ms. Cronise discussed this issue. Ms. Cronise, Mr. Thompson, and Commissioners discussed a chart regarding proposed allowable uses and others which would require a special use permit. They discussed businesses which would be advantageous to visitors and tourists entering the area through this corridor, including hotels, retail stores, restaurants, and convenience stores. Mr. Jarrell inquired about the proposed vision for the area. Ms. Cronise discussed this issue which includes sidewalks, signage regulations, and the streetscape. Mr. Marrano noted the Appalachian Trail hikers would be able to utilize this area due to its proximity to the trail. Mr. Radford expressed concern regarding current residents located within the proposed overlay district. Mr. Thompson discussed this issue. Ms. Hooker inquired about visual improvements to businesses. Mr. Thompson discussed this issue. Mr. Jarrell expressed concern regarding businesses currently in the area. Mr. Peters discussed the importance of having uses which are advantageous to those travelling though the area. Mr. Radford discussed the importance of having businesses for the use of the employees of the area businesses, Mr. Jarrell discussed improving the aesthetics of existing businesses in order to offer a variety of services in the overlay, Ms. Hooker discussed the importance of the appearance to the entrance of the corridor. Ms. Cronise discussed uses which could be allowed behind the frontline area. Mr. Radford discussed large auto parts businesses locations. Staff and Commissioners discussed desired appearance within the gateway corridor. Ms. Hooker asked if lots are combined would the entire lot be within the overlay. Ms. Cronise discussed this issue. Mr. Peters inquired if use could be tied to lot size. Mr. Thompson discussed this issue, including design standards. Possible Zoning Ordinance Amendment Mr. Thompson stated that the Board of Supervisors has requested the Planning Commission review allowing more chickens on larger residential lots. He also stated that staff recommends that the Commission review the uses allowed in the different zoning districts. He stated analysis of each use would be necessary, as well as a review of the use and design standards and definitions. Mr. Peters made a motion to proceed with these zoning ordinance amendments, which passed 5-0. Mr. Thompson discussed an Anvjlation extended to the Planning Commission from the Roanoke Parks, Recreation and Tourism to discuss a proposed green way near the Back, Creek area, on October 1, 2012, at the South County Library from 4:00 p.m. 'to 7;00 p.m, He also provided the Commissioners with an invitation to the Thirteenth Annual ire enway Picnic on Sunday, October 7, 2012 at Memorial Park, Mr. Thompson provided updates on Route 11/460 and Ro 221 improvements.
