Consent 6cL(Lnda There were no appli cations, submitted for the December 3, 2012 Planning Commission Public Hearing, C�omimi ss loners' and Staff Comments Mr. Marrano discussed the greenway system in Nashville, Tennessee, noting the city and the county connected gie greenway system in that area. Mr, Thompson discussed web based resources which are Available to the Comm iss]oners. With no further comments, Mr. Radford adjourned the work session at 4:11 p.m, for site viewing. EVENING SESSION Mr. Radford called the Public Hearing to order at 0 p.rn. Mr. Jarrell gave the invocation and led the pledge of allegiance. Nmm� ROANOKE COUNTY PLANNING COMMISSION MINUTES NOVEMBER 5, 2012 1. The petition of Jesus the Redeemer Church to obtain a Special Use Permit in a R-1, Low Density Residential, District for the operation of a religious assembly on approximately 5.671 acres, located near the 6900 block of Wood Haven Road, Catawba Magisterial District. Ms. Wood presented the staff report, including a brief history of the church, future land use designation, topography, and surrounding zoning. She reviewed proposed improvements, including signage, and removal of the water tower and the existing pool. She discussed the input received from citizens at the Community Meeting on October 22, 2012, including traffic impacts, building type and height, lighting, buffering for adjoining neighbors, and drainage impacts. She reviewed the site plan, noting traffic issues would be addressed during plan development review process. Ms. Hooker inquired about outdoor lighting of the property. Ms. Wood discussed using shields on the lights to protect surrounding properties from glare. Ms. Hooker inquired about signage. Ms. Wood discussed this issue. Ms. Hooker inquired about Phase I and Phase 2 of the project. Ms. Wood discussed the phasing process, including the site plan. Ms. Hooker inquired about requiring a turning lane. Ms. Wood stated VDOT would make this determination during the plan development process. She stated the churches may use a shared entrance if a waiver is granted by VDOT. Mr. Jarrell inquired about the buffering and screening. Ms. Wood discussed this issue. Mr. Jarrell inquired about water and sewer service. Ms. Wood discussed Western Virginia Water Authority's (WVWA) comments. Mr. Jarrell requested information regarding the possible shared entrance. Ms. Wood stated this issue would be addressed during site plan review at which time VDOT could provide a waiver regarding entrance requirements. Mr. Marrano expressed concern regarding both churches sharing one entrance. Mr. Jon Quinlan, Jesus the Redeemer Church, stated the church has approximately 80 members including children. He stated the members have been praying for property appropriate for their church. He stated Jesus the Redeemer Church and Cornerstone Church agree to share one entrance if needed. Ms. Hooker asked if both churches have similar meeting times. Mr. Quinlan affirmed both churches have similar meeting times. Ms. Hooker inquired about possible traffic issues. Mr. Quinlan stated he does not think it will be a problem since Cornerstone Church has approximately 40-50 members. Ms. Hooker expressed concern regarding the duplex next door to the church, noting she would like a buffer between the duplex and the church. She discussed the importance of not blocking the sight distance for the church driveway. Mr. Radford concurred, noting the importance of insuring there is no problem with sight distance. Mr. Jarrell stated it is important to clarify that the buffer is to continue up the driveway without shielding the driveway entrance. Ms. Hooker noted the importance of providing the specific details of the proposed buffer. Both staff and the Commissioners discussed buffering options available for this site. Mr. Radford opened the public hearing for public comment. Page 2 of 5 ROANOKE COUNTY PLANNING COMMISSION MINUTES NOVEMBER 5, 2012 Mr. Carlton Wright, 6939 Wood Haven Road, stated his residence is located directly across from the church property entrance. He noted he has no objections to the church, but expressed concern regarding the increased traffic on Wood Haven Road. He stated the solid white line has become a parking lot making pulling out of the driveway hazardous due to visibility issues. He stated traffic has increased since the construction of the Green Ridge Recreation Center. He stated VDOT suggested he construct a circular driveway for his home. He suggested removing the white line and placing no parking signage along Wood Haven Road north of Crosstimbers; Drive. Mr. Jarrell inquired about when the residences across the street from Mr. Wright were constructed. Mr. Wright noted he and Strauss Construction developed the area during the 1970's. Mr. Jarrell expressed concern regarding the Commission suggesting a condition or proffer regarding the parking issue on Wood Haven Road. Mr. Radford noted the Board of Supervisors would have more authority regarding this issue. Mr. Wright stated VDOT stated no fatalities have been reported due to the increased traffic on this road. Mr. Mahoney discussed this issue. Ms. Nancy Trueblood, 6842 Wood Haven Road, stated she lives across from Mr. Wright. She stated she is a member of the Green Ridge Recreation Center, noting traffic has tripled on Wood Haven Road since the construction of the center. She stated the trees currently serving as a buffer between the church and the residences are very sparse. She expressed concern regarding lighting and glare issues. Mr. Radford discussed placing shields and limiting lighting to mitigate this issue. Ms. Trueblood stated lighting is an issue during times when the leaves are off of the trees. Mr. Radford noted that Roanoke County Zoning Ordinance includes a lighting ordinance with regulation regarding this issue. Ms. Trueblood stated she would like poles to be less than 18 feet. Ms. Wood discussed regulations set forth in the ordinance. With no other citizens requesting to speak, Mr. Radford closed the public hearing. Ms. Hooker discussed issues of concern regarding traffic, buffering, and lighting. She stated she is reluctant to limit time on lighting due to safety issues. She also noted if poles were lower more light poles would be needed to meet lighting requirements. Mr. Radford stated the traffic has significantly increased in this area since the Green Ridge Recreation Center opened. Mr. Marrano inquired about church activities. Mr. Quinlan discussed activity days and times. The Commissioners discussed lighting needs of the church. Mr. Thompson noted the Board of Supervisors Public Hearing for this petition will be November 13, 2012, at 7:00 p.m. Ms. Hooker made a motion to recommend approval of the special use permit with the following conditions: 1. The properties shall be developed in substantial conformity with the concept plan dated 12/27/2010 titled "Preliminary Site Plan for Jesus the Redeemer Church, Roanoke County, Virginia", prepared by Pierson Engineering & Surveying, subject to those changes which may be required by Roanoke County during comprehensive site plan review. Mr. Peters made a motion to cancel the Planning Commission meetings on November 19, 2012, and Decernber 17, 2012„ and to have a work session on December 3, 2012, beginning at 4:00 p.m,, which passed unanimously.
