Approval of Agenda Mr. McMurray made a motion to approve the agenda, which passed 3-0. Approval of Minutes Mr. McMurray made a motion to approve the April 20, 2021 minutes, which passed 3-0. Consent Agenda Mr. Thompson provided an overview of proposed Zoning Ordinance Amendments. He stated the request will include amending Sec. 30-14 Amendments to Ordinance in Article I (General Provisions); adding definitions for processing or manufacturing and slaughterhouse, amending the definition for industry,type I, and deleting the definition for meat packing and related industries in Article II (Definitions and Use Types); amending the maximum height limitation for principal structures in the R-3 Medium Density Multi- family Residential District, adding agritourism as a permitted use in the I-1 Low Intensity Industrial District, adding agritourism and slaughterhouse as permitted uses, and deleting meat packing and related industries as a permitted use in the 1-2 High Intensity Industrial District in Article III (District Regulations); amending the use and design standards for agritourism, home occupations, type I and type II, and multi-family dwelling in Article IV (Use and Design Standards); amending several sections in Sec. 30-91 Off Street Parking, Stacking and Loading including the location of parking, computing required spaces, minimum parking required, shared parking, and stacking spaces and drive-through Page 1 of 5 ROANOKE COUNTY PLANNING COMMISSION MINUTES JUNE 1,2021 facilities, amending Sec. 30-92-6(C) dealing with landscaping in parking areas, and amending two sections of Sec. 30-93 Signs dealing with the calculation of allowable sign area on corner lots, and special signage districts and regulations for shopping centers in Article V (Development Standards). Mr. McMurray made a motion to approve the consent agenda, which passed 3-0. Public Hearing 1. The petition of Secure Store, LLC to remove proffered conditions on approximately 10.064 acres zoned C-2C, High Intensity Commercial, District with conditions, and to obtain a Special Use Permit for a mini-warehouse, located adjacent to and south of 925 North Electric Road, Catawba Magisterial District. Mr. Crawford provided a PowerPoint presentation, including a brief overview and history of the petition. He discussed the location, surrounding businesses, current zoning, and future land use designation. He discussed the concept plan, signage, topography, viewshed impacts, and the proposed entrance site. He reviewed agency comments, existing proffers, and suggested conditions. Mr. Bower inquired about Economic Development comments, noting the property has been on the market for a long time. He inquired about lighting issues. Mr. Thompson discussed the comments and the history of the property. He discussed lighting of the property, noting the residences will be below the proposed site. Mr. Henderson inquired about prerequisites applied to a 2017 land use petition for a storage facility. Mr. Thompson discussed this issue including the concept plan, signage rendering, and landscaping. Mr. Bower discussed setback issues regarding the previous land use petition. Mr. Thompson and the Commissioners discussed issues regarding the previous land use petition. Mr. McMurray noted the lighting issues on the proposed site could be mitigated with buffering. Mr. Josh Duncan, Secure Store, LLC, provided a brief history of the petition. He stated that they want provide a nice facility for the community. He discussed lighting, buffering, and the amount of traffic which would be generated. Mr. Bobby Wampler, Engineering Concepts, stated the proposed use is in compliance with the Comprehensive Plan. He stated the petitioner would like to remove some of the existing proffers because they are tied to a specific plan previously approved. He stated the challenge is limited access to the property, noting the proposed use is a low traffic generator in comparison to the previously approved use which was a hotel. He discussed lighting plans, buffer width, and stormwater management. Mr. Thompson inquired about fencing. Mr. Wampler reviewed the concept plan and fencing placement. Mr. Bower opened the public hearing for public comment. Mr. Bower called for a 10 minute recess to receive comments via phone or email which began at 7:40 p.m. He reconvened the meeting at 7:55 p.m. Mr. Thompson stated no calls or emails were received during the recess. Mr. Henderson stated the concept plan with landscaping will need to be included in the suggested conditions. Mr. Bower reviewed various differences between the current petition and 2017 land use petition for a storage facility, including setbacks, buffering, and easements. Mr. Thompson inquired about the dumpster location on the property. Mr. Duncan stated there will not be a dumpster at the site. Mr. Thompson reviewed the issues regarding the previous land use petition, including the parking area next to the right-of-way, parking for large recreational vehicles, and landscaping and buffering requirements. Mr. McMurray stated the issues regarding the current petition can be mitigated by design and would be addressed during site plan review process. Mr. Henderson made a motion to recommend approval of the request by removing the following existing proffered conditions (proffers to be removed are shown as struck through) and to add the following conditions: Ordinance: 082702-11 2002. 2. No access to either the development or to Route 460 shall be made from either Embassy Drive or Governor Drive and only one access shall be allowed from Route 419 to serve both parcels. 3. Wherever possible, existing vegetation shall be preserved and incorporated into the buffering requirements. Screening and buffering in that area of the development adjoining Tax Map Nos. 36.19-1-36, 36.19-1-37, and 36.19.2-30 shall be Type C, Option 2 (30' Buffer, One large tree for every 30', 6' screening, and 6 shrubs for every 10'). All screening and buffering must be evergreen. 4. Building height shall be a maximum of 45 feet. 6. Signage shall follow the Roanoke County Sign Regulations with the exception of Square Footage per Linear Foot of Frontage. Instead of the allowable 1.5 sq. ft. of signage per linear foot of frontage, the applicant shall design for 1.0 sq. ft. of signage per linear foot of frontage and lighting for freestanding signs shall be with in-ground units or back lit. 7. No off-premises advertising signs shall be constructed on the property. Ordinance 1283-46 Suggested conditions for the special use permit: Page 3 of 5 ROANOKE COUNTY PLANNING COMMISSION MINUTES JUNE 1,2021 1. The site shall be developed in general conformance with the concept plan titled "Concept Plan" prepared by Engineering Concepts, Inc., dated May 26, 2021 subject to any changes required during the site plan review process. 2. Landscaping on the site shall be installed in general conformance to the concept plan titled "Concept Plan" prepared by Engineering Concepts, Inc., dated May 26, 2021 subject to any changes required during the site plan review process. 3. Lighting on site shall be limited to lighting fixtures on the proposed buildings. There shall be no freestanding light poles on site. 4. Freestanding signage shall be limited to one freestanding sign approximately 12 feet in height and 10 feet in width, and shall be in conformance with the concept drawings provided by Blink Signs dated April 13, 2021. 5. The building construction will be in conformance with the architectural rendering as presented at the Planning Commission Public Hearing on June 1, 2021. Mr. Thompson called the roll and the motion passed (3-0) with the following vote: AYES: Bower, Henderson, McMurray NAYES: None ABSTAIN: None Mr. Thompson stated the Board of Supervisors Public Hearing regarding this petition will be held on June 22, 2021. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Bower and the Commissioners thanked Ms. McCoy for her years of service to the County and wished her well in retirement. Mr. Thompson discussed upcoming meetings. Final Orders 1. The petition of R. P. Fralin, Inc. to rezone approximately 41.85 acres from I-1, Low Intensity Industrial, District to R-1, Low Density Residential, District to develop a 124-lot single-family home subdivision located at 5524 Old Mountain Road, Hollins Magisterial District was approved by the Board of Supervisors at a Public Hearing on February 23, 2021.
