ROANOKE COUNTY r PLANNING COMMISSION WORK SESSION MINUTES MAY 18, 2021 Commissioners Present: Mr. Wayne Bower Mr. Rick James Mr. Kelly McMurray Mr. Jim Woltz Commissioners Absent: Mr. Troy Henderson Staff Present: Mr. Philip Thompson, Secretary Ms. Rachel Lower, Senior Assistant County Attorney Mr. Isaac Henry Ms. Alyssa Dunbar Mr. Will Crawford Ms. Susan McCoy, Recording Secretary Work Session Mr. Bower called the meeting to order at 6:07 p.m. Approval of Agenda Mr. Woltz made a motion to approve the agenda, which passed 4-0. Approval of Minutes Mr. McMurray made a motion to approve the March 16, 2021 minutes, which passed 3- 0-1, with Mr. Bower abstaining. Mr. James made a motion to approve the April 6, 2021 minutes, which passed 4-0. Zoning Ordinance Amendments Mr. Thompson discussed the amendment regarding shopping center signage. They discussed regulations regarding shopping center road frontage and corner lot signage calculations in C-1, C-2, I-1, and 1-2 zoning districts. They discussed current regulations and amendment options. They discussed the definition of shopping center. They discussed closed and open malls located within the County. They discussed signage issues regarding redevelopment of existing malls, noting they do not want to discourage development. Mr. Thompson noted that some malls have proffered conditions which override other regulations in the ordinance. The consensus of the Commission was to have special signage regulations for shopping centers which exceed 250,000 square feet gross floor space as discussed. Mr. Thompson and the Commissioners reviewed the proposed amendment regarding slaughterhouse/food processing including the definition and industrial use types. The consensus of the Commission was to move forward with this amendment as discussed. Mr. Thompson provided an overview of the home pet grooming use as a home occupation. He discussed regulations in other localities regarding this use. Mr. Thompson and the Commissioners discussed limiting this use to inside only, determining a maximum number of dogs allowed per day, and limiting the use to Type I (residential) or Type II (agricultural) home occupation. They discussed the importance of consistency within the ordinance for similar uses. Ms. Shannon Gills, 3512 McDaniel Drive, stated she has been a home based dog groomer since 2014. She noted she has not received any complaints from her neighbors. She stated she serves one family at a time and keeps her operation simple. She stated her hours of operation are usually 10:00 a.m. to 6:00 p.m. She stated she has operated her business in Salem with no issues. Ms. Gills and the Commissioners discussed the operation of her business, including the grooming process, daily operation of her business, and maximum number of dogs groomed each day. They discussed hygiene and noise issues. Mr. Thompson and Ms. Lower noted that the ordinance regarding hygiene and noise is regulated by the Animal Control. Ms. Gills stated she only grooms dogs, noting she does not operated a kennel or dog daycare. Mr. Thompson and the Commission discussed commercial kennel regulations. John and Kelly Hubbard stated they have been clients of Ms. Gills for many years. They stated they have never seen other dogs when taking their dogs for grooming. Ms. Hubbard stated Ms. Gills is currently having to rent a space in Salem to conduct her grooming business. The consensus of the Commission was to move forward with the home pet grooming amendment as discussed. Mr. Henry provided a PowerPoint presentation regarding minimum parking standards, including an overview of the proposed amendments. He stated Section 30-91-3.3 of the Zoning Ordinance needs simplification, updating, and flexibility. He reviewed input received from the Commissioners regarding these amendments. He reviewed Section 30-91-3.1 regarding computing required spaces. He discussed adding language which would allow the Zoning Administrator to permit a reduction in the total number of required parking spaces and be able to request additional materials as necessary. Mr. Henry discussed multi-family dwelling standards in other localities. Mr. Thompson, Mr. Henry, and the Commissioners discussed parking standards for multi-family dwelling use. They discussed parking issues at town centers which may include multi-family dwellings. Mr. Henry noted these restrictions would apply only to new construction. Mr. Thompson stated the parking requirement would be minimum requirements, noting the developer can add parking spaces. Staff and the Commissioners discussed various use types, including agricultural and forestry, residential, civic, office, commercial, industrial, and miscellaneous. They discussed Schedule A and Schedule B which would be applicable for certain use types. They also discussed the formatting of the table. The consensus of the Commissioners was to move forward with the amendment process as discussed. Mr. Thompson and the Commissioners discussed multi-family density and townhouse density in both R-3 and R- 4 zoning districts. They discussed maximum height restrictions and setback requirements. They discussed regulations if the property adjoins R-1 or R-2 zoning property. They discussed proffered conditions which would override other regulations. They discussed amending the density regulations which would only apply to the multi- family use. The consensus of the Commission was to move forward with this amendment as discussed. Mr. Thompson provided a brief overview of previously reviewed amendments. Mr. Thompson and the Commissioners discussed proposed amendments to rezoning requirements, agritourism, home occupations, multi-family use, and parking requirements. The consensus of the Commission was to move forward with these amendments. Citizen Comments There were none. Commissioners' and Staff Comments Mr. James and Mr. Woltz started they will be unable to attend the June 1, 2021 Planning Commission meeting. Mr. Thompson provided the Commissioners with copies of the finalized Oak Grove Center Plan. Mr. Thompson stated a community meeting will be held at 6:30 p.m. on May 20, 2021, at the Fire and Rescue Training Center to discuss issues regarding Timberview Road. Mr. Thompson provided a status update regarding the petition of Zye Reinhardt and Gaven Reinhardt. Mr. Thompson stated the Glade Creek Greenway Phase II Ribbon Cutting and Arbor Day 2021 Celebration will be held at 9:00 a.m. on May 25, 2021, at the Glade Creek Greenway Trailhead, 401 Gus Nicks Boulevard, Vinton, Virginia.
