MARCH 1, 2022

Call to Order
Mr. McMurray called the meeting to order at 6:05 p.m.
Approval of Agenda
Mr. James made a motion to approve the agenda, which passed 3-0.
Approval of Minutes
Mr. Bower made a motion to approve the minutes from the February 1, 2022 meeting,
which passed 3-0.
Consent Agenda
Mr. Thompson informed the Commissioners of future applications that may be
submitted over the upcoming months. Mr. Thompson discussed site visits with the
Commissioners who agreed to resume visiting sites. Mr. Bower noted that he has
attempted to visit the sites since the pandemic began, but he found value in attending
the sites as a group. Mr. James noted the value of having the other Commissioners and
planning staff on-site to answer questions. They agreed to move forward with resuming
site visits.
1. The petition of WECO LLC to obtain a special use permit to operate a short term
rental on approximately 2.28 acres on property zoned R-1, Low Density Residential
District, located at 910 Paint Bank Road, Catawba Magisterial District. Ms. James noted
that the applicant has done long term rentals on this site, but would like to move forward
with short term rentals. Ms. James reminded the Commissioners that short term rentals

are 30 days or less. Mr. Thompson reviewed previous issues with short term rentals
that led to the standards that currently exist. Planning Commissioners and staff
discussed the current ordinance for short term rentals. The Commisioners and staff
reviewed the cost of applying for a special use permit.
2. The petition of Ronald Moran and Michael Boynton to rezone approximately 3.145
acres from R-1, Low Density Residential District, to I-1, Low Intensity Industrial District,
located at 4038, 4056, and 4066 Crossmill Lane, Catawba Magisterial District. Mr.
Henry noted that the intended use for one of the parcels will include sandblasting truck
beds, and snap on tool dealership. Ms. Lower questioned if there were any proffers,
which there are not. The Commissioners and staff discussed what language would be
used when presenting this application.
3. The petition of Wild Partners to obtain a special use permit to operate a car wash on
1.03 acres on property zoned C-2C, High Intensity Commercial District with conditions,
located at 3250 Electric Road, Cave Spring Magisterial District. Mr. Crawford noted the
elimination of one exit point. Mr. Thompson noted there are many proffers on the
property, however many do not relate to this project.
4. The petition of ABoone Real Estate, Inc., to rezone approximately 32.32 acres from
R-1, Low Density Residential, District, to C-2 High Intensity Commercial District, and R-
3 Medium Density Multi-Family Residential District, to construct a hotel,
professional/medical offices, and townhouses located in the 1300 and 1400 blocks of
Edgebrook Road, Catawba Magisterial District. Mr. Thompson and the Commissioners
discussed phasing for the build of the different projects proposed. Mr. James discussed
the conformance standards mentioned in the proffer. Mr. Thompson noted that with the
proposed proffers if the applicant were to build 18 apartments per acre rather than
townhouses he would not be restricted, it would be a by-right use. The Commissioners
noted problems they saw with not having proffers on the property. Ms. James noted that
they have a neighborhood meeting set for March 16th.
Mr. Thompson noted that a previous applicant who had proposed a hotel will be
returning before the Commission and is looking to build apartments. He and the
Commissioners discussed this issue.
Mr. Woltz made a motion to pass the consent agenda with passed 4-0.
Discussion of Zoning Ordinance Amendments
Ms. James provided an overview of the current zoning regulations for food trucks. Mr.
Thompson noted previous issues with the cost of getting a license to have a food truck.
He noted that has been resolved, but other issues have arisen due to having limited
regulations. Ms. James and the Commissioners discussed current enforcement issues
that have arisen. She noted that there were no clear regulations or restrictions
addressing how long a food truck can remain in a location. Mr. Woltz and staff
discussed the differences in establishing code for a restaurant and food truck.

Mr. Thompson noted that a proposal was presented by George Condyles on assisting
the County with its wireless communication facilities. Mr. Thompson reviewed the issues
with propagation maps. He provided the Commissioners with an update on the phasing
that was planned, and how it will now be more efficient to do all of it at once with Mr.
Condyles on board.

Comments of Planning Commissioners and Planning Staff
Mr. Thompson informed the Commissioners about the 419 Design guidelines meeting
being held on March 10'h from 5:00 p.m. to 7:00 p.m. at South County Library.
Adjournment
Mr. Woltz made a motion to adjourn which passed. Mr. McMurray adjourned the
meeting at 7:47p.m.
