John Murphy Nis, Megan Cionise Ms. Tarri Wood Ms,, Susan Mc oy, ecording Secretary Call to Order: Mr. Peters called the meeting to order at 6:00 pmlm Route 22:1 ,Area Plan Amendment Mi r. Thompson provided a history of the Route 221 Area Flan adopted in, 2009. He discussed amending the plan, including study analysis, citizen outreach, Utilities, and future lari use, He stated he will bring more information from the Western Virginia Water Authority (WVWA), if the Plann[ng Commission authorizes, staff to further study the plan, Mr, Jarrell and Mr. Radford inquired about the area to be studied, Mr. Henderson and Mr. Holladay discussed this issue, noting it will include areas served by the existing Marlin Creek water system. Mr. Marrano inquired about the length, of time for the study. Mr. Thompson discussed the timeline and funding for the prcje MIr, Thompson; noted both the waterline and sewerline are issues, due to the potential increase in density of the area. Mr. Jarrell inquired about the current water supply', Mlr. Henderson discussed this Tissue, including fire protection issues in the area. Mr. Radford noted providing water to the citizens is an urgent need. He discussed future growth trends of the County. Mr. Radford made a motion to approve the, study of the Route 221 Area Plan Amendment, which passed 5-0, i�N ROANOKE COUNTY PLANNING COMMISSION MINUTES JANUARY 15, 2013 Zoning Ordinance Amendments Mr. Thompson discussed the proposed changes to the zoning ordinance in order to allow some non - traditional uses in certain zoning districts. He provided a handout including the various zoning districts and uses incorporated within the current zoning ordinance. He reviewed the purpose statements, noting some statements no longer fit the districts. He discussed options including by -right uses, uses requiring a special use permit, and non - allowable uses in various zoning districts. He discussed developing additional use and design standards for the particular uses. He discussed deferring to state and federal regulations when applicable. He stated staff and the Commission will review each use and discuss options for the districts. He discussed regulations regarding outdoor gatherings in various districts. He discussed the importance of not making the standards burdensome unless it is necessary for the protection of the citizens. He discussed the importance of making sure the intensity is consistent with the use and design standards. He stated it is also important to review the standards as technology moves forward. Mr. Marrano inquired about parking issues of home -based occupations. Mr. Thompson discussed this issue and current restrictions. He discussed the importance of protecting single family residences. He stated research performed during the development of residential chicken ordinance was a learning experience for both staff and the Commission. Mr. Thompson discussed the development of micro - breweries in surrounding areas. Mr. Murphy discussed stated laws regarding this issue. Mr. Holladay discussed regulation of breweries in surrounding counties. Mr. Radford noted the importance of being competitive with other localities. Ms. Hooker stated that the County needs to have flexibility regarding uses. Mr. Peters noted citizens are fearful areas will become junkyards with increasing uses being allowed. Ms. Hooker discussed the importance of developing regulations regarding the use changes. Mr. Thompson and the Commission discussed being conservative when developing the proposed amendments. He noted the zoning ordinance is not a static document and always evolving. Mr. Thompson stated staff will be researching the history and statistics for uses. He discussed the zoning maps and uses in the various districts. Mr. Peters noted the importance of being business friendly. Mr. Thompson noted the majority of the information in the zoning ordinance was developed in 1992. He discussed researching the Explore Park District and allowable uses in that district. Ms. Hooker reiterated many regulations were based on fear. She stated that many of the zoning designations were based on the installation of the waterline. Mr. Thompson discussed creative development in agricultural areas. Mr. Marrano inquired about hillside development. Mr. Holladay discussed the steep slope regulations. Mr. Thompson and Mr. Holladay discussed use standards of the County regarding bed and breakfast establishment and use standards of other localities. Mr. Thompson and the Commissioners discussed the timeline for the amendment process. Page 2 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES JANUARY 15, 2013 Other Comments Mr. Marrano inquired about removal of burned structures. Mr. Murphy discussed this issue. Mr. Marrano suggested installing a bicycle lane along the Route 221 waterline. Mr. Thompson stated that the waterline would be placed within the VDOT right -of -way. Ms. Hooker inquired about prohibiting certain uses. Mr. Murphy discussed this issue. Mr. Thompson requested the Commissioners notify staff of their intended absence prior to the meeting. He requested an email be sent to him and Ms. McCoy. Ms. Cronise provided an update regarding the petition of Old Heritage, Inc., noting a revised packet has been received by staff. She stated a community meeting is being planned for February 13, 2013 at the South County Library beginning at 6:30 p.m. Mr. Thompson stated no petitions have been submitted for public hearing on February 5, 2013. Staff and Commissioners discussed having a work session beginning at 6:00 p.m. on this date. Mr. Thompson and staff discussed information received regarding WVWA's tentative plan to place a sewer line off of Rutrough Road. He stated it is not in conformance with the Comprehensive Plan for that area.
