Mr- Pi-h- 4 1 I'll I'll ii� ---------- Approval of Agenda Ms. Hooker made a motion to approve the agenda, which passed 4 Overview of Picto Mr. Thompson provided a brief overviiewand history of the Pictometry Systern, He reviewed the types of maps avaijable, including ESPI, parcel, tax, aerial, zoning,and topographical. He provided a demonstration of the system, He stated, the public versior sh, o u ld be ava I [a b le by I ate 20 13 or ea rly 2 014,, Zoning Ordinance Amendments Mr. Thompson provided a brief overview of Nonconforming Uses of Buildings, Structures, and Land. He discussed the current procedure for a fast food restaurant, if the requested size increase of the structure is 10% or more even if the use is allowed by-right, Mir. Thompson and the Commissioners discussed this issue, noting the restrictions give the County more control over issues not specified in the Use and Design Standiards, The Commissioners and staff 'discussed the requirements for existing businesses to expand. Mr. Thompson reviewed proposed changes in Article it - Definitions and Use Types, include rig rearranging definifions, to fit, use type categories and amending definitions as needed. Mr. Thompson and the Commissioners also discussed Home Occupation Type II Use and Design Standards, including home parties, internet services, applied arts, homeschooling, and instructional classes. They discussed limiting the size and frequency of classes to be consistent with the other sections of the ordinance. They discussed the importance of keeping the use in character with the neighborhood. They discussed potential parking, traffic, and noise issues, noting enforcement of these issues would be difficult. They discussed moving single family detached dwelling to the accessory apartment section. They discussed maintaining current conditions for temporary portable storage containers but move the use and design standards to Accessory Uses. Mr. Thompson discussed Civic Uses which includes Family Day Care Home, noting in order for the care provider to acquire a license State standards much first be met prior to applying to Roanoke County for a zoning permit. He reviewed the table of contents of the State regulations. He stated concerns regarding this use are generally traffic and noise. The Commissioners and Mr. Thompson discussed this use, noting the use should be by -right if it is approved by the State. Mr. Thompson discussed Religious Assembly Use and Design Standards. The Commissioners and staff discussed issues regarding setbacks, expansion of a facility, stormwater management, and parking standards. They discussed requirements for new construction, expansion of an existing structure, and the importance of maintaining the character of the surrounding area. They discussed the regulations in various zoning designations. Mr. Thompson discussed Major Utility Services Use and Design Standards. The Commissioners and staff discussed amending standards to deal with a variety of potential uses. Mr. Thompson discussed Office Uses including Laboratories Use and Design Standards. The Commission and staff discussed smaller laboratories which could be included in the Home Occupation section and designated by size. They discussed various types of laboratories. Mr. Thompson discussed Commercial Uses. He suggested renaming portions of this designation, noting more uses are needed in this designation. He stated staff can address aesthetics if the Commission is concerned about this issue in commercial areas. The Commissioners and staff discussed the need to be consistent with regulations for similar uses. Mr. Thompson suggested they review maps and determine issues in various zoning designations. He stated the next discussion on the amendments will focus on uses regulations in commercial areas. Other Comments Ms. Cronise provided an update on the Old Heritage, LLC, noting the petition has been postponed for six months at the request of the petitioner.
