Approval of Minutes
Mr. Marraro made a motion to approve the mInutes, of March 5, 2013, and March 19,
2013, passed 4-0.

Ms. Wood provided a Pow erPoint presentation regarding the petition for Wendy's of
Western Virginia, Inc., which included a, brief history, fUtUre land use designation, and
zoning designation. She reviewed the concept plan, including park,ing, signage, and
dump ter location, Ms,. Wood and the Commissioners discussed the traffic flow and
signage- She noted that she has not received VDOT',s review comments,
Ms., Patti all provided a brief Ihistor y and overview of the Seventh Day Adventist Reform
Movement petition, including the concept plain, zoning, and topography of the property.
Mr, Marrano inqu1ired about the entrance road. Ms, Pattisail discussed this issue.

Ms® Patbisall provided a brief overview of the Mount U:nion Church of the Brethren
Trustees, petition to increase the church parking area,, Mr. Marrano inquired about
storm water management standards,. Ms, Patti all noted this issue would be addressed
during the site plan review process,

Mr. Patriarca provided a PowerPoint presentation regarding the Seaside Heights, LLC
petition to amend a proffered condition, including a brief history of the property, concept
plan, future land use, and zoning designation. He stated the petitioner's request is to be
permitted to have a drive - through on the property, noting a complete analysis of the
parking area has not been completed. Mr. Patriarca and the Commissioners discussed
the traffic access, stormwater management, and landscaping.
Mr. Jarrell made a motion to approve the consent agenda, which passed 4 -0.
Commissioners' and Staff Comments
There were none.
With no further comments, Mr. Peters adjourned the work session at 4:36 p.m. for site
viewing.
EVENING SESSION
Mr. Peters called the Public Hearing to order at 7:00 p.m. He gave the invocation and
led the pledge of allegiance.
The petition of April Caudle to obtain a Special Use Permit in a R -2, Medium
Density Residential, District for the operation of a family day care home on
approximately 2.00 acres, located at 5629 Cove Road near the Glen Haven,
Montclair Estates and Glen Cove subdivisions, Catawba Magisterial District.
Ms. Pattisall presented the staff report and introduced the petitioner.
The Commissioners and Ms. Pattisall briefly discussed the site visit.
Mr. Peters opened the public hearing for public comment.
With no citizens requesting to speak, Mr. Peters closed the public hearing.
Ms. Hooker stated in order for the property to be in compliance with County
regulations, the existing signage on the property needs to be removed.
Ms. Hooker made a motion to recommend approval of the rezoning.
Mr. Holladay called the roll and the motion passed (4 -0) with the following vote:
AYES: Hooker, Jarrell, Marrano, Peters
NAYES: None
ABSTAIN: None
Final Orders
Mr. Holladay stated the Old Heritage Inc. petition has been postponed at the request of
the petitioner.

With no citizens requesting to speak, Mr. Peters closed the citizen comment period.
