Approval qfAgenda Mr. Marrano made a, motion to approve the agenda, it passed 5-0. At r 1161M 1011460, ROANOKE COUNTY PLANNING COMMISSION MINUTES APRIL 16, 2013 Ms. Liz Belcher provided an update of the status of the Roanoke River Greenway. She reviewed greenway geological and right -of -way issues near Green Hill Park, Rotary Park, Murray Run, and Town of Vinton, noting the construction of bridges in these areas would be a costly solution. Ms. Belcher and the Commissioners discussed current right - of -way issues, funding issues, and geotechnical studies needed in order to achieve connectivity of greenway. Zoning Ordinance Amendments Mr. Thompson and the Commissioners reviewed the Permitted Use Table regarding Commercial Uses. They discussed renaming the C -1 and C -2 zoning designations Low Intensity Commercial District and High Intensity Commercial District. They discussed maintaining consistency of restrictions regarding new and used automobile dealerships. The Commissioners expressed concern regarding lighting, noting the importance of the use being consistent with the character of the area. Mr. Thompson stated the Commission could review the lighting ordinance separately. Staff and the Commissioners discussed uses which are allowed in agricultural designations and revision of the definition of agricultural services. Mr. Thompson and the Commissioners discussed regulations regarding bed and breakfast use, including regulating the use by size and acreage. Staff and the Commissioners also discussed commercial indoor amusement regulations and options. Mr. Thompson and the Commissioners reviewed regulations regarding construction sales and services, noting the importance of being consistent with similar uses. They discussed convenience store regulations, noting similar uses are allowed in this designation. They reviewed regulations regarding equipment sales and rentals, golf courses, and mini - warehouses, discussing the importance of choosing the best use for each area. Mr. Thompson and the Commissioners discussed providing a process for citizens to follow in order to reduce spot zoning in various zoning designations. Mr. Thompson and the Commissioners discussed regulations regarding drive -in or fast food restaurants. Staff and the Commissioners discussed historical information regarding spot zoning for this use. They discussed restaurants with delivery services. Mr. Thompson and the Commissioners discussed regulation of retail sales by applying size limitations. They discussed traffic impacts with more intensive uses. Staff and the Commissioners discussed the importance of being consistent with regulations regarding similar uses. They discussed veterinary hospital use regulations. Mr.- Thompson - and -the- Commissioners reviewed the Permitted Use Table regarding Industrial Uses. Staff and the Commissioners discussed Type 1 uses currently operating within the County. Mr. Thompson and the Commission discussed recycling regulations and technological and economic changes which have taken place since earlier revisions of the ordinance. They discussed the importance of addressing lighting issues in rural areas. Mr. Thompson stated they will be discussing issues regarding Article V at future meetings. Ms. Cronise stated the Williamson Road Area Business Association (WRABA) will be dedicating the Peters Creek beautification project, which is sponsored by Friendship Retirement Community, on April 24, 2013, at 10:00 a.m. at the intersection of Williamson Road and Peters Creek Road. Mr. Thompson informed the Commission that five landuse applications have been received for the June 4, 2013 Planning Commission Public Hearing.
