Mr. Jarrell made a motion, to approve the agendia, which passed 3-0
Zoning Ordinance Amendments
Mr. Thompson and the Commissioners discussed Article 1, General Provisions,
including proposed amendments to code enforcement procedures. They discussed
Article III, Definitions and Use Types, including residentW chicken keeping, temporary
portable storage container, and wind energy system, small. They also discussed uses
including automobile dealership, used, accessory apartment, home beaulylbarber
salon, and home occupation,
Mr. Woltz stated uses in agricultural districts should be based on lot or tract size, noting,
proposed regulations refer to subdMsion type parcels, He also inquired about housing
employees in agricultural districts. Mr. Thompson, Mr. Murphy, and the Commissioners,
discussed these issues. Mr. Thompson stated more research will be needed on these
issues prior to consideration of changes to the zoning ordin,a,nce regarding these issues.,

discussed this issue. They discussed removing the term clinic from the zoning
ordinance.
Mr. Thompson and the Commissioners discussed single family day care and state
regulations regarding this use. They discussed use standards for golf course. Mr.
Thompson reviewed general restaurant use and design standards.
Mr. Thompson discussed renaming the C -1 District, Low Intensity Commercial District
and C -2 District, High Density Commercial District. He reviewed commercial uses
including agricultural services, antique shops, bed and breakfast, consumer repair
services, and personal improvement services. He reviewed automobile dealership and
convenience store uses in the commercial district. Mr. Thompson and the
Commissioners discussed Clearbrook Village Overlay District (CVOD) permitted uses.
Mr. Thompson discussed Article IV, Use and Design Standards, including proposed
standards for home beauty /barber salon and home occupations. Mr. Thompson, Mr.
Murphy, and the Commissioners discussed multi - family dwelling and townhouse
standards, including the separation between buildings being consistent with the current
building code. They discussed amending standards for religious assembly building
expansion. Mr. Thompson discussed the bed and breakfast use standard and allowing
for expansion of existing fast food restaurants in shopping centers.
Mr. Thompson and the Commissioners discussed adding a standard for retail sales in
the agricultural village zoning district. They discussed allowing up to 3,000 square feet
or possibly increasing the allowable square footage.
Mr. Thompson discussed Article V, Development Standards, including referencing the
County's Erosion and Sediment Control Ordinance and allowing submission of plans in
digital format.
Mr. Jarrell made a motion for the Planning Commission to hold a public hearing
regarding the Zoning Ordinance Amendments on August 6, 2013, which passed 4 -0.
Ms. Kuhnel discussed procedural issues regarding the amendment process.
Other Comments
Mr. Woltz discussed his absence from the May 7, 2013 Planning Commission Work
Session.
Mr. Thompson provided a brief overview of the Blue Ridge Autism and Achievement
Center petition which is scheduled for public hearing on August 6, 2013.
Mr. Thompson noted the July 2, 2013 Planning Commission Public Hearing has been
canceled with the next meeting being the Planning Commission Work Session on July
16, 2013.
With no further business or comments, Mr. Peters adjourned the meeting at 7:29 p.m.
