WORK SESSION:
Ms. Hooker called the work session to order at 4:03 p.m.
Approval of Agenda
Mr. Azar made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. Jarrell made a motion to approve the minutes of December 1, 2009, December 7,
2009, and December 14, 2009, which passed 4-0.
Discussion of Upcoming Petitions
Ms. Pendleton provided a brief summary of Roanoke Moose Lodge #284 rezoning and
special use permit request, including issues with noise ordinance and camping areas.
Mr. Azar inquired about previous rezoning conditions. Ms. Pendleton discussed the
conditions. She stated the petition has been postponed pending the receipt of
additional information. Mr. Patriarca discussed current events which are held indoors
at the lodge.
Ms. Cronise provided a brief overview of the Timberbrook Properties IX, LLC, and
Fincastle Equipment Company, LLC, rezoning, including the concept plan dated
October 1, 2009. She stated a community meeting is being planned for this petition.

Election of Officers
Mr. Thompson opened the floor for nominations of chairman for the 2010 calendar year.
Ms. Hooker nominated Mr. Azar. No other nominations were received and the
commission unanimously voted for Mr. Azar as chairman for 2010.
Mr. Thompson opened the floor for nominations of vice - chairman for the 2010 calendar
year.
Mr. Azar nominated Mr. Jarrell. No other nominations were received and the
commission unanimously voted for Mr. Jarrell as vice - chairman for 2010.
At this time, Ms. Hooker turned the meeting over to Mr. Azar.
Design Handbook: Private Road Standards and Trail /Sidewalk Standards
Ms. Cronise discussed the proposed regulations regarding sidewalks and trails. Ms.
Pattisall discussed surfaces of trails and bicycle accommodations. Mr. Radford
expressed concern regarding sidewalk regulations. Ms. Cronise noted proposed
regulations were modeled from state regulations. He stated developers incorporate
private roads because VDOT standards are difficult to meet. Ms. Cronise discussed
allowable surfaces for trails. Mr. Radford discussed the importance of preserving
current trees. Mr. Azar suggested speaking with VDOT regarding standards. Mr.
Thompson discussed current and proposed private road standards. Mr. Azar discussed
the importance of balancing to standards to insure they are environmentally green.
Mr. Radford discussed appropriate planting to conserve land and space. Ms. Hooker
suggested providing incentives. Ms. Cronise discussed requirements applicable to
major roads. Mr. Radford discussed Mason's Crest subdivision design. Ms. Cronise
stated speed limit is a determining factor for some requirements.
Ms. Cronise discussed private road standards, including turnarounds and easements.
Mr. Azar inquired about turnaround designs. Ms. Cronise discussed this issue including
access for solid waste vehicles, fire and rescue, and school buses. Mr. Radford
inquired about VDOT recommendations. Mr. Thompson noted VDOT is emphasizing
connectivity of roadways. He discussed the timeframe of revision of standards.
Commissioner and Staff Comments
Mr. Thompson provided updates regarding Glenvar Community Plan, Joint Roanoke
City /Roanoke County Planning Commission meeting, and Vinton Corridors Plan. He
stated a tour of Koppers Industries, Inc., is planned for April 20, 2010.
Mr. Thompson and commissioners reviewed the 2010 Planning Commission Work Plan,
including planning studies and zoning and development regulations. Ms. Hooker
discussed the importance of incorporating measurable goals. Mr. Azar suggested
revising portions of sign ordinance. Mr. Thompson stated Ms. Pattisall is currently
working on signage standards and design guidelines within the ordinance. Mr. Jarrell
made a motion to approve the 2010 Planning Commission Work Plan, which passed 4-
0.
With no further comments, Mr. Azar adjourned the work session at 5:19 p.m

EVENING SESSION:
Mr. Azar called the Public Hearing to order at 7:00 p.m. Mr. Radford gave the
invocation and led the pledge of allegiance.
The petition of Green Ridge Baptist Church to obtain a Special Use Permit in a
R -1, Low Density Residential, District to operate a religious assembly on 0.259
acre, located at 2721 Diplomat Road, Catawba Magisterial District. Ms. Tara
Pattisall presented the staff report, noting the structure will maintain the
appearance of a single family dwelling. She discussed the site plan and parking
issues. She discussed citizen concerns received at the December 8, 2010,
Community Meeting, including parking and alterations to the house appearance.
Mr. Jarrell inquired about signage. Ms. Pattisall stated the church has not
proposed any signage. Mr. Radford inquired about property ownership status.
Ms. Pattisall stated the property is currently under contract. Mr. Radford
inquired about transference of the special use permit if the property is sold in the
future. Mr. Thompson and Ms. Pattisall discussed this issue.
Dr. Michael Palmer briefly discussed the purpose for requesting the special use
permit. He stated people who would be using the house would prefer to park on
the street near the house instead of the existing church parking lot. The
commissioners discussed a suggested condition restricting all overflow parking to
the church parking lot. Ms. Hooker made a recommendation to restrict only the
amount of cars in the driveway of the property. Mr. Thompson discussed the
difficulty of enforcement regarding street parking. Dr. Palmer stated number of
employees in house daily would be approximately seven. He stated they will
provide handicapped accessibility to the building. Mr. Jarrell expressed concern
regarding restricting parking. Mr. McNeil expressed concern regarding effect on
neighbors if no restrictions are applied to parking. Dr. Palmer stated the church
wants to be a good neighbor. Ms. Hooker discussed limiting number of vehicles
allowed to park in driveway.
Ms. Hooker made a motion to recommend approval of the petition to the Board of
Supervisors with the following conditions:
1. No alterations shall be made to the exterior of the home which will detract
from the appearance of it being a single family residence.
2. No signage shall be permitted.
3. A limit of three vehicles parked in the driveway.
Mr. Thompson called the roll and the motion passed (5 -0) with the following vote:

Final Orders
1. The petition of Clifton Ronk to rezone approximately 0.349 acre from R-1, Low
Density Residential, District to I -1 C, Low Intensity Industrial, District with
Conditions for the purpose of expanding an existing cabinet shop located at
8259 Wood Haven Road, Catawba Magisterial District was approved with
conditions by the Board of Supervisors at the Public Hearing on December 15,
2009.
2. The petition of Wal-Mart Real Estate Business Trust to obtain a Special Use
Permit to amend conditions regarding exterior building colors and sign panel
colors, and to increase the maximum size of a monument sign in a C-2 /
CVODS, General Commercial / Clearbrook Village Overlay District with Special
Use Permit on approximately 41 acres located in the 5200 block of Franklin
Road, Stable Road, Clearbrook Lane, Singing Hills Road, and Sunset Drive,
Cave Spring Magisterial District was approved with conditions by the Board of
Supervisors at the Public Hearing on December 15, 2009.
3. The petition of Fountain Head Land Company, LLC, to amend the Planned
Residential Development Master Plan related to at-grade golf cart crossing on
Pitzer Road for Fountain Head Golf Resort (Ballyhack) which measures
approximately 375 acres, Vinton Magisterial District was approved with
conditions by the Board of Supervisors at the Public Hearing on December 15,
2009.
Commissioners' Comments
Mr. Radford thanked Ms. Hooker for her leadership as chairman of the Planning
Commission in 2009.
With no further business or comments, Mr. Azar adjourned the meeting at 7:38 p.m.
