Approval of Minutes Mr. Jarrell made a motion to approve the minutes of January 5, 2010, and January 19, 2010, which passed 5-0. Certificate of Appreciation for Tim Beard Mr. Radford made a motion to approve retirement, which passed 5-0. the certificate honoring Mr. Tim Beard's Zoning Ordinance Amendments Ms. Micklow discussed general standards for parking structures, including setbacks, height requirements, and various types of parking structures. She also discussed access and circulation, lighting, and landscaping. Mr. Radford inquired about underground parking garage building permits. Ms. Micklow and Mr. Murphy discussed this issue, noting it would fall under the original building permit. Mr. McNeil inquired about shielding lighting. Ms. Micklow discussed this portion of the ordinance. Ms. Page 1 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES FEBRUARY 16, 2010 Hooker expressed concern regarding security issues. Ms. Micklow stated lighting standards should assist with this issue. Ms. Micklow discussed solar energy ordinance, reviewing definitions and general design standards. She discussed roof mounted systems, and ground and pole mounted systems, including height and setback restrictions, as well as surface and lot area coverage. Commissioners agreed the setbacks for both types of systems should be the same as accessory structures. Mr. McNeil stated all pole structures should be standard size restrictions. Mr. Jarrell stated 15 feet is general consensus of commissioners. Mr. Azar expressed concern pole mounted systems may create more zoning issues. Ms. Hooker expressed concern regarding encroachment on adjacent neighbors. Mr. Murphy stated language can incorporated into the ordinance stipulating location and setbacks behind the rear building line. Ms. Micklow discussed allowable lot coverage. Mr. Jarrell stated placing units near the rear of the house should be encouraged. Ms. Micklow discussed various design types currently on the market. Mr. Patriarca inquired about disposal of panels. Ms. Micklow stated the owner of the property would be responsible for disposal of panels. Ms. Mahoney discussed definitions and standards of private stables and multiple dog permits. Ms. Hooker noted some land use designations should be reviewed and possibly revised to better match the area. Ms. Mahoney reviewed previous rezoning and special use permit requests. Ms. Mahoney then discussed home occupation permitted uses including proposed revisions. Mr. Jarrell stated allowable vehicles should have weight limits. Mr. McNeil suggested permitting less than three axle vehicles and trailers in certain zoning. Mr. Murphy discussed trucks which are allowed in the current ordinance. Ms. Mahoney discussed allowing Type 1 uses within accessory structures. Mr. McNeil and Mr. Azar expressed concern regarding this issue. Mr. Murphy reviewed home occupation approval process. Ms. Wood reviewed proposed General Text Amendments, including revision of definitions, exterior lighting restrictions, and parking lot cart corral requirements. She then provided an overview of accessory apartment options. Mr. McNeil inquired about restrictions of accessory apartments. Mr. Murphy explained renting would be allowed but the owner could not sell the property unless it could be subdivided according to the ordinance. Ms. Hooker, Mr. Azar, and Mr. Radford spoke in favor of Option #3. Ms. Hooker noted there is a growing need for accessory apartments in the community. Mr. Jarrell and Mr. McNeil expressed concern regarding this issue. Mr. McNeil stated that allowing accessory apartments in R -1 would change the designation to R -2. Mr. Jarrell noted there is a separate definition for duplexes. Ms. Hooker noted the primary residence would still appear as a single family residence. Mr. Chittum expressed concern accessory apartments would create an increase in rental property in R -1 areas. Mr. Radford inquired about design standards. Ms. Wood stated last revision of standards was 2007. Mr. Murphy suggested creating a list of standards to discuss at future work session. Page 2of4 ROANOKE COUNTY PLANNING COMMISSION MINUTES FEBRUARY 16, 2010 Ms. Cronise discussed the proposed boundary for the Gateway Corridor Overlay District (GCOD). She discussed how the Hollins Area goals relate to the GCOD goals. She discussed this area's development potential. She stated the purpose of the proposed design standards and restrictions for the gateway area will be to encourage channel development. Mr. Azar expressed concern regarding standards being too restrictive. Ms. Hooker noted the intent is to provide a major area for economic development to attract potential businesses. Mr. Jarrell and Mr. Radford expressed concern regarding restricting certain types of development. Ms. Cronise stated other development would be allowed if farther than 500 feet back from corridor. Mr. Chittum discussed commercial marketing of this area will cause property values to increase. Ms. Cronise discussed existing prohibited and non - conforming uses would not be allowed to expand. Mr. McNeil expressed concern regarding this issue. Mr. Azar requested the commission tour the area and have another work session to discuss issues. He stated stakeholders should be made aware of proposed changes. Ms. Cronise discussed public outreach methods. The commissioners requested continuing to move forward with these issues. Other Comments Ms. Cronise provided a brief update on the Timberbrook Properties petition. Ms. Hooker requested an update on Explore Park property. Mr. Murphy stated various options are being considered. Mr. Azar requested staff research light pole structure heights. He requested update on Roanoke Moose Lodge Community Meeting. Ms. Pendleton provided an update on this petition. Mr. Jarrell expressed concern regarding regulations on retaining walls. Mr. Murphy explained building official regulates this issue.
